The meeting was convened with the Salute to the Flag'. APPROVAL OF MINUTES . . Gummere moved, second by Holden, to approve the minutes of October 5, 1970 regular meeting and October 6, 1970, adjourned meeting, as presented. AYES: Gummere,' Hogard, Holden NOES: Fuhrman Absent: Baum Motion carried; I Holden moved, second by Gurnmere, that the minutes of October 13, 1970 not be approved on the grounds that the meeting was illegal. RESOLUTION NUMBER 1904 - PARKS & RECREATION EXPENSES Resolution Number 1904 was considered by the Council entitled, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, A CHARTERED CITY, AUTHORIZING THE REIMBURSEMENT OF EXPENSES AT SET-RATES'FOR MEMBERS OF I THE PARKS AND RECREATION COMMISSION. II' Holden moved, second by Gummere, that the Parks & Recreation Commissioners receive five dollars per meeting, not to exceed ten dollars a month. Discussion followed. RESOLUTION NUMBER 1905 - REDEVELOPMENT AGENCY COMPENSATION Resolution Number 1905 was considered by the Council entitled, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, A CHARTERED CITY, ESTABLISHING RATES OF COMPENSATION FOR APPOINTIVE RESIDENT ELECTORS SERVING AS, REDEVELOPMENT AGENCY MEMBERS. II Fuhrman moved, second by Baum, to adopt Resolution 1905, excluding Sections 2, 3, and 4, and stipulating that members receive ten dollars a meeting not to exceed thirty dollars a month. AYES: Baurn, Fuhrman, Gummere, Hogard I NOES: Holden Motion carried. REDEVELOPMENT AGENCY APPOINTMENTS Discussion regarding agreement for legal counsel for the Redevelopment Agency occurred between members of , , I the City Council. The City Attorney quoted Section 33112 of the Health and Safety Code relating to Chairmanship of the Agency. Nominations for members of the Redevelopment ~gency were as follows: Mr. Gumrnere nominated'Jay ~ov~ngton as a member of the Redevelopment Agency' for a term of four years. Gummere' moved, second by Holden, to hold this matter over to the next regular I meeting November 2, further discussion followed. AYES: Gummere, Hogard, Holden NOES: Fuhrman, Baum Motion carried. LEGAL SESSION Mayor Baum stated that the Council would go into executive Legal Session as requested by the City Attorney at 9:30 p.m. The Council reconvened at 10:50 p.m. with Mayor Baum calling the,meeting to order. ORAL Cm1MUNICATIONS The Mayor stated that this was' the' time for oral communications. Tom Blackman, 421 Beryl Cove Way, I spoke regarding the, appointments maae to the, Redevelopment Agency and maae a statement regarding the cost of the newly formed commissions and boards. Adele Owens, 401 Central Avenue, spoke regarding property tax statements in the Suburbia area.' Mrs. Carston, 312 15th Street, spoke regarding the Redevelopment area. Tom Brady, 1607 Electric Avenue, spoke regarding the Redevelopment Agency. John Hamilton, 1712 Harbor Way, spoke regarding the Redevelopment Agency, and other matters. Ed Mischel requested information regarding the resumes-of those members appointed to Commissions and Boards. Red Gregory requested information regarding progress I of report on the Redevelopment Agency. Margaret Klein, Marlin Avenue, spoke regarding the bill from special I legal counsel Bledsoe. Tom Blackman, 421 Beryl Cove Way, asked if the agreement for the audit with Reynolds and Associates was in effect. The City Manager stated that the contract was signed effective, November 1,,1970. Mrs. Carston spoke regarding the report forthcoming on the Redevelopment Agency. Mr. Leddy spoke regarding the Counsel for the Redevelopment Agency and his availability for the proposed hearing on the Agency. There were no other communications, oral communications were closed. C~ty Cler Seal Beach, California November 2, 1970 The City Council of the City of Seal Beach, California, adjourned to McGaugh School at 8:00 p.m. due to capacity crowd. The City Council of the City of Seal Beach met in regular session in McGaugh School auditorium with I Mayor Baum presiding. The meeting was called to order with the Pledge of Allegiance to the Flag.
