The City Council of the City of Seal Beach met in regular
session at 8:00 p.m. with Mayor Baum presidin~. The meeting
was called to order with the Salute to the Fla~.
ROLL CALL

APPROVAL OF MINUTES
Fuhrman moved, second by Gummere to approve the minutes of
December 21, 1970 regular meeting, as corrected.,

Motion carried.
APPROVAL OF DEMANDS
Demands numbered 11716 through llB34 in the amount of $111,127.26,
,
excluding payroll of December 16, 1970 in the amount of $55,704.63,
warrant #11815 and demands 11835 through 11924 in the amount of
$118,384.53 were presented to Council 'as approved by,the Finance
Committee. Fuhrman moved, second by Baum that the demands be
allowed and warrants be drawn on the Treasury for the same.

Motion failed.
Holden moved to pay the demands as presented, that his protest
to Mr. Bledsoe's demand be made a matter of record. Mr. Baum
seconded the motion. Mr. Gummere stated that his protest

PRESENTATION
I
Ron Adams, Fire Chief, presented a Resolution from the San
Bernardino County Board of Supervisors commending Seal Beach
Fire Department for their assistance in the fires at Big Bear
and Cucumonga in November. A check for $360 was presented
as reimbursement for costs incurre~.
PROCLAMATIONS
Mayor Baum proclaimed January 10 through January 16, 1971 as
"SAFETY WEEK". Mayor Baum proclaimei:! February 7 through
February 13. 1971 as "CHILDRENS DENTAL HEALTH WEEK".
RECALLS
Petrus Roelofs presented Notices of Intention to circulate
recall petition to Councilman Gummere and to City Clerk, Jerdys
Weir. The City Clerk notified the Legislative Body ~hat she
had received an Intent to Recall pursuant to Elections Code
Section 27503 as required by law. Mel Kavin presented a Notice
of Intention to Recall to Mayor Baum. Gummere moved. second

by Hogard to amend the Aqenda to include the sUbject of
recall. Discussion followed with members of the audience
speaking on the matter.

Motion failed.
Mr. Gummere stated that he would resign if Mr. Fuhrman would
resign and electionscalled in' both Councilmanic District Two
and Councilmanic District Four. Further discussion followed
on the matter.
EXECUTIVE LEGAL SESSION
I
Mayor Baum recessed the Council to Executive Legal Session
at 8:48 p.m. The City Council reconvened at 10:10 p.m. with
Mayor Baum presiding. Mayor Baum stated it was the consensus
of the Council that the majority agreed to accept Mr. Gummere's
offer to set an election in both Districts, that further
technicalities would need to be discussed and entertained a
motion to adjourn to 2:00 p.m. Tuesday.

ADJOURNMENT
Fuhrman moved, second by Baum to adjourn to 2:00 o'clock p.m.
January 5, 1971 to consider the items of elections and the
remainder of the Agenda.

Motion carried.

in regular adjourned session at 2:00 p.m. with Mayor Baum
presiding. The meeting was called to order with the Salute
to the Flag.

RESOLUTION NUMBER 1936 - APPEAL DISMISSAL
Resolution Number 1936 was presented to Council in full entitled
"A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH,
