Crumby, P.E., Acting Assistant City Manager /Public Works SUBJECT: NOTICE OF COMPLETION FOR ELECTRIC AVENUE STORM DRAIN IMPROVEMENTS PROJECT NO SD1001 SUMMARY OF REQUEST: It is requested that the City Council adopt Resolution No. 6162 to formally accept completion of the Electric Avenue Storm Drain Improvements Project No. SD1001, direct the City Clerk to file a "Notice of Completion" with the Orange County Clerk- Recorder within ten (10) days from the date of acceptance, and to release retention in the amount of $176,310.61 in 35 days. BACKGROUND AND ANALYSIS: On November 9, 2009, City Council awarded a contract to Palp, Inc. DBA Excel Paving Company for the Electric Avenue Storm Drain Improvements Project No. SD1001 in the amount of $1,653,458. The Electric Avenue Storm Drain Improvements Project involved the construction of reinforced concrete pipe and junction structures, new catch basins complete with debris filter inserts, manholes, ductile iron water piping and water valves. Several change orders were encountered on the project; all were requested by the City during construction. These include: Taking out the old railroad hump on 17 Street, fixing existing catch basin decks in the project limits that were not part of the new system, relocation of a 12 -inch City water line, and increasing the scope of the repaving efforts after trench work was complete, on 14th, 15th, 16th, 17th Streets and on Electric Avenue. The contractor was successful in meeting the City's expectations and this project is now complete to the satisfaction of the City Engineer. The project was inspected and it meets all standards and requirements within the project specifications. It is customary to formally accept the project and file a notice of completion with the Orange County Clerk. Agenda Item K Page 2 ENVIRONMENTAL IMPACT: This project has complied with all requirements of the California Environmental Quality Act (CEQA). FINANCIAL IMPACT: In the 2009/2010 budget, after the completion of the Candleberry Storm Drain Project, $3,191,000 was available for Electric Avenue and the Engineer's Estimate for Construction, Inspection, and Construction support services was $1,900,950. • The original bid amount was $1,653,458.00; • The approved change orders and deletions from the project totaled $109,648.01; • The final construction cost of the project is $1,763,106.01; • Final design, inspection and construction support service costs are anticipated to be $135,000.00; and • The final cost of the project will be approximately $1,928,000. RECOMMENDATION: It is recommended that the City Council adopt Resolution No. 6162 to formally accept completion of the Electric Avenue Storm Drain Improvements Project No. SD1001, direct the City Clerk to file a "Notice of Completion" with the Orange County Clerk- Recorder within ten (10) days from the date of acceptance and to release retention in the amount of $176,310.61 in 35 days. SD1001 WHEREAS, on November 9, 2009 the City of Seal Beach entered into a contract with Palp Inc, DBA Excel Paving Company; and WHEREAS, the City Engineer has determined that the work has been substantially completed in accordance with the contract documents. NOW, THEREFORE, THE SEAL BEACH CITY COUNCIL DOES HEREBY RESOLVE: Section 1. That the work required to be performed by Palp Inc. DBA Excel Paving Company has been completed. Section 2. That the total cost of amount to be paid to Palp Inc. DBA Excel Paving Company is $1,763,106.01 for the work performed. Section 4. That the work is hereby accepted and approved. Section 5. It is further ordered that a "Notice of Completion" be filed on behalf of the City in the Office of the Orange County Recorder within 10 days of the date of this resolution.
