On November 9, 2009, City Council awarded a contract to Palp, Inc. DBA Excel

The Electric Avenue Storm Drain Improvements Project involved the construction
of reinforced concrete pipe and junction structures, new catch basins complete
with debris filter inserts, manholes, ductile iron water piping and water valves.
Several change orders were encountered on the project; all were requested by
the City during construction. These include: Taking out the old railroad hump on
17 Street, fixing existing catch basin decks in the project limits that were not
part of the new system, relocation of a 12 -inch City water line, and increasing the
scope of the repaving efforts after trench work was complete, on 14th, 15th, 16th,
17th Streets and on Electric Avenue.
The contractor was successful in meeting the City's expectations and this project
is now complete to the satisfaction of the City Engineer. The project was
inspected and it meets all standards and requirements within the project
specifications. It is customary to formally accept the project and file a notice of
completion with the Orange County Clerk.
