Ingram, City Manager FROM: Mark Persico, AICP, Director of Development Services SUBJECT: APPOINTMENT OF A COMMITTEE TO REVIEW RESULTS OF THE 2010 CENSUS SUMMARY OF REQUEST: Appointment of a committee to review the results of the 2010 Census, and report on the advisability of redistricting. BACKGROUND AND ANALYSIS: Section 515 of the City Charter states: "The five (5) members of the City Council shall be elected by districts, the boundaries of which shall be as defined by ordinance adopted by the City Council. In 1980 and each tenth (10th) year thereafter, the City Council shall appoint a committee to study and report to the City Council on the advisability of redistricting the City. Upon receipt of any such committee report, and at any other time deemed necessary or desirable in order that the district boundaries be in accordance with constitutional requirement, fair and logical, the City Council may by ordinance change and redefine the boundaries of any or all of such districts. The boundaries so defined shall be established in such manner that the district shall, as nearly as practicable, constitute natural areas of contiguous and compact territory and provide fair representation on the City Council. Any territory hereafter annexed to or consolidated with the City shall, at the time of such annexation or consolidation, be added by ordinance of the City Council to any adjacent district or districts." The table below shows the total population by Council district along with the difference in total population and the percent variance per district. Following the recommendation of the sub - committee, the Council on July 23, 2001, adopted Ordinance 1475 leaving the district boundaries unchanged from 1990. Staff has identified two options for Council consideration: 1) appoint a Council sub - committee, or 2) appoint a Citizen's Committee. Given the relatively straightforward nature of the task, a Council sub - committee might be the best option for completing the data review. FISCAL IMPACT: None. RECOMMENDATION: That the City Council provide direction to staff regarding formation of a committee to review 2010 Census data. SUBMITTED BY: Mark H.
