The City Council of the City of Seal Beach met in regular
adjourned session at 8:00 p.m. with Mayor Holden presiding.
The meeting was called to order with the Salute to the Flag.

APPROVAL OF DEMANDS
Demands numbered 13589 through 13650 in the amount-of
$63.049.61 were presented to Council as approved by the
Finance Committee. Baum moved. second by Smith, that
the demands be allowed and warrants drawn on the Treasury
for the same.

PUBLIC HEARING CONTINUED - FISCAL YEAR BUDGET 1971-72
Mayor Holden reopened the public hearing concerning the
fiscal year budget of the City of Seal Beach. The City
Clerk stated that notices of the continued hearing had
been posted pursuant to Ordinance Number 772. Deputy
City Attorney Keeler ruled that the supplemental comp-
ensation for. the City Clerk could not be appropriated to
the City Clerk's depar~nt.
Ordinances were submitted to Council creating the position
of Deputy City Treasurer and appointing the City Clerk to
that position. Tom 81ackman, 421 Beryl ~ove Way, spoke in
favor of compensation for extra duties. Paul Boisvert,
405 Opal Cove Way, spoke against the increased compensation.
Thomas Barnes, 391 Central Avenue. spoke regarding the
position of Deputy. Councilman Sales spoke in favor of
compensation for extra duties. The City Manager stated that

the supplemental appropriation in the City Clerk department
would be decreased, the increase to be shown in the
appropriate department relating to the extra duties. All
witnesses testifying at this hearing were duly sworn in by
the City Clerk. There were no other communications, the
public hearing was closed by the Mayor.
RESOLUTION NUMBER 2006 - FISCAL YEAR BUDGET' 1971-72
Resolution Number 2006 was presented to Council entitled
"A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAl BEACH,
CALIFORNIA, ADOPTING A BUDGET FOR THE CITY OF SEAL BEACH
FOR FI SCAL YEAR 1971-72". Sa 1 es moved, second by Smi th to
adopt Resolution N~mber 2006. Discussion followed.

ORDINANCE NUMBER 849 - CASH BASIS WORKING CAPITAL FUND

Ordinance Number 849 was presented for first reading by
title "AN ORDINANCE OF THE CITY OF SEAL BEACH, CALIFORNIA,
AMENDING SECTION 1 OF ORDINANCE NUMBER 829. INCREASING
THE CASH BASIS WORKING CAPITAL FUND." Holden moved,
second by Sales. to waive the first reading of Ordinance
Number 849, deem that it has had first reading and be
passed to second reading. Discussion followed with
members of the audience speaking on the matter.

ORDINANCE NUMBER 850 - DEPUTY CITY TREASURER
Ordinance Number 850 was presented for first reading by
title "AN ORDINANCE OF THE CITY OF SEAL BEACH, CALIFORNIA.
CREATING THE OFFICE OF DEPUTY CITY TREASURER AND ESTABLISHING

THE POWERS AND DUTIES THEREOF." Smith moved. second by Sales
to waive the first reading of Ordinance Number 850, deem that
it has had first reading and be passed to second reading.

ORDINANCE NUMBER 851 - APPOINTING DEPUTY CITY TREASURER
Ordinance Number 851 was presented to Council for first
reading by tf.tle "AN ORDINANCE OF THE CITY OF SEAL BEACH,
CALIFORNIA. ESTABLISHING THE COMPENSATION OF tHE DEPUTY
CITY TREASURER AT $100.00 PER MONTH AND APPOINTING JERDYS
WEIR AS DEPUTY CITY TREASURER." Holden moved. second by
Sales, to waive the first reading of Ordinance Number 851,
deem that it has had first reading and be passed to
second reading.

ORAL COMMUNICATIONS
Mayor Holden declared oral communications open. Dick Smith,
701 Beachcomber Drive, commended the Councilon their actions.
There were no other oral communications, the Mayor closed
oral communications.

Sales moved, second by Smith. to adjourn at 8:55 p.m.
