meeting to order. Scoutmaster for Troop 609 led the Salute

Councilman Holden asked if a City car was involved in this

injuries of Louis C. Noto and refer same to the insurance
carrier.

ITEMS "N" and "0" - SIRENS. SWITCHING SYSTEMS and LIGHT BARS -
POLICE DEPARTMENT
Councilman Barnes requested further information regarding the
specifications for sirens and switching systems and light bars
for new police units. The City Manager confirmed that these
items would be used on the new police units only.
Barnes moved. second by Holden to approve (Item "N") specifications
and author.ize the City Manager to accept bids on six (6) electronic
sirens and switching systems for new police units; and approve
(Item "0") specifications and authorize the City Manager to accept
bids on six (6) light bars for new police units. as recommended.

ITEM "L" - PROTEST - AD VALOREM TAX - OIL COMPANIES
City Attorney Winfield explained the suit filed against the
County of Orange. City of Huntington Beach and the City of
Seal Beach by various oil companies. Case #203094. Holden
moved, second by Blackman to authorize the County Counsel of
the County of Orange to represent Seal Beach in Orange County
Superior Court. Case #203094. as recommended by the City
Attorney.

COMMUNICATION - W. H. MOLANDER re PARKING VIOLATION FEES
Mr. Moland~r expressed his oppOSition to the $5 fee for parking
violations relating to street sweeping activities. The City
Manager explained how the $5 fee was established. Discussion
followed. It was the order of the Chair to receive and file
the communication from Mr. Molander.
REPORT - PARKING PERMIT COST FEE
A report from the City Manager regarding revenue from the
sale of parking permits versus costs of administration.
recommending that no change was required in the parking
permit fee at this time. It was the order of the Chair to
receive and file the report.
REPORT - ALLEY. WATER and SEWER IMPROVEMENTS
The City E~gineer reported that bids had been received for
Alley. Water and Sewer Improvements but recommended that this

REPORTS - PROPOSED 1973-74 FISCAL YEAR BUDGET
Mr. Courtemarche and Mr. Thomas elaborated on the over-all
financial status of the City for fiscal year 1973-74.

Representatives from all departments presented their respective
portions of the budget and responded to questions from members
of the City Council relating thereto.
It was the consensus of the Council that $1,000 be included in
