The meeting was called to order with the Pledge of Allegiance. I Present: Mayor Nescher Councilmen: Anderson, Steddom, Gummere Absent: II. II Gemmill It was moved by Anderson and seconded by Steddom to approve the minutes of January 17, 1966 as presented. AYES: ABSENT: Anderson, Steddom, Gummere, Nescher GemmUl Motion carried. It was moved by Gummere and seconded by Steddom to approve the request from Anaheim Stadium Corp. to include the Seal of the City of Seal Beach on the plaque-screen at Anaheim Stadium. Steddom, Gummere, Nescher Gemmill Motion carried. ~ letter and petition from a group of citizens requesting city cooperation in providing additional off-street parking in the area of Electric Avenue and Main Street was discussed. The City Manager reported of'previous negotiations with the P. E. Railway. The City Manager gave a detailed report of past and present pro- posed routes and meetings for Freeway No. 1-240. Speaking against the newly proposed route were James Hunt, Les Dries, Dean Campbell, Ray Gale, Isabelle Arend, Dudley Bortoff, Mrs. Frank Tye and Mr. McKnight, all of Leisure World. The meeting declared a recess at 9:10 p.m. The meeting reconvened at 9:17 p.m. Ordinance No. 678 (Uniform Building Code - Amending) was presented in full by the City Manager. It was moved by Gummere and seconded Free Way Ord. 678 . by Steddom that Ordinance No. 678 having had its first reading be passed to the second reading. AYES: ABSENT: ABSTAIN: Anderson, Steddom, Gummere Gemmill Nescher Motion carried. Ordinance No. 677 (Councilmanic Districts-Annexation) was presented by title by the City Attorney. It was moved by Steddom and seconded by Anderson to waive the second reading of Ordinance No. 677, that it be deemed as having had its second reading and be passed for adoption. AYES: Anderson, Steddom, Gummere, Nescher ABSENT: Gemmill Motion carried. Resolution No. 1413 (City Manager-Salary) was presented by the City Ord. 677 Reso. . Attorney. It was moved by Anderson and seconded by Steddom to adopt Resolution No. 1413. 1413 AYES: ABSENT: Anderson, Steddom, Gummere, Nescher Gemmill Motion carried. . Resolution No. 1414 (John T. Williams-Consultant) was presented by 84IlP. the City Attorney. It was moved by Anderson and seconded by Steddom III to adopt Resolution No. 1!~14. It was moved by Anderson and seconded by Steddom that the City Clerk Elect notify each candidate that if he files a Statement of Qualification, pursuant to sec. ~l0012.5 of the Elections Code he shall pay his pro-rata share of the costs of printing and handling such statement; and further that each candidate shall post a deposit of ($100.00) One Hundred Dollars to be applied toward such costs. ~ . . -- ) AYES: ABSENT: Anderson, Steddom, Gummere, Nescher Gemmill Motion carried. 8 Flood Control Health ~ !ill. It was moved by Gummere and seconded by Anderson to authorize the Mayor to execute a permit with the Orange County Flood Control District for maintenance of a grapestake screen across the Los . It was moved by Gummere and seconded by Steddom to approve the specific~tions prepared. by the City Manager and Councilman Gemmill for city employees: health benefit insurance program and to request the City Manager to send out for bids by insurance companies. I AYES: ABSENT: Anderson, Steddom, Gummere,.Nescher Gemmill Motion carried. It was moved by Nescher and seconded by Steddom to appoint Mr. Gemmill as a delegate to the Traffic Association of Southern California (TASC) with Mr. Anderson as alternate. AYES: ABSENT: ABSTAIN: Steddom, Gummere, Nescher Gemmill Anderson Motion carried. Fe&sability drawings of a Life Guard Headquarters building and Bandstand with approximate costs of $30,000 and $8000, were pre- sented and discussed. It was moved by Anderson and seconded by Gummere to authorize the City Manager to prepare plans and speci- fictions for the project.
