The City Council of the City of Seal Beach met in regular adjourned
session at 8:00 p.m. with Mayor Nescher presiding.' The meeting
was called to order with the Pledge of Allegiance.

It was moved by Anderson and seconded by Steddom to approve the
minutes of January 17, 1966 as presented.

It was moved by Gummere and seconded by Steddom to approve the
request from Anaheim Stadium Corp. to include the Seal of the City
of Seal Beach on the plaque-screen at Anaheim Stadium.

~ letter and petition from a group of citizens requesting city
cooperation in providing additional off-street parking in the area
of Electric Avenue and Main Street was discussed. The City Manager
reported of'previous negotiations with the P. E. Railway. It was
moved by Steddom and seconded by Anderson to instruct the City Mana-
ger to negotiate again along the lines of previous terms.

The City Manager gave a detailed report of past and present pro-
posed routes and meetings for Freeway No. 1-240. Speaking against
the newly proposed route were James Hunt, Les Dries, Dean Campbell,
Ray Gale, Isabelle Arend, Dudley Bortoff, Mrs. Frank Tye and Mr.
McKnight, all of Leisure World.
The meeting declared a recess at 9:10 p.m.
The meeting reconvened at 9:17 p.m.
Ordinance No. 678 (Uniform Building Code - Amending) was presented
in full by the City Manager. It was moved by Gummere and seconded

by title by the City Attorney. It was moved by Steddom and seconded
by Anderson to waive the second reading of Ordinance No. 677, that
it be deemed as having had its second reading and be passed for
adoption.

pro-rata share of the costs of printing and handling such statement;
and further that each candidate shall post a deposit of ($100.00)
One Hundred Dollars to be applied toward such costs.

Mayor to execute a permit with the Orange County Flood Control
District for maintenance of a grapestake screen across the Los

specific~tions prepared. by the City Manager and Councilman Gemmill
for city employees: health benefit insurance program and to request
the City Manager to send out for bids by insurance companies.

Fe&sability drawings of a Life Guard Headquarters building and
Bandstand with approximate costs of $30,000 and $8000, were pre-
sented and discussed. It was moved by Anderson and seconded by
Gummere to authorize the City Manager to prepare plans and speci-
fictions for the project.
