The City Council of the City of Seal Beach met in special session
at 6:30 p.m. with M~or Nescher presiding. The meeting was called
to order ~ith the Pledge of Allegiance.

You and each of you will please take notice that John Nescher,
as presiding officer of the legislative body of the City of
Seal Beach, hereby calls and gives notice of a Special Meeting
of the City Council of the City of Seal Beach to be held and
convened at the hour of 6:30 p.m., February 2, 1966, in the
Council Chamber, City Hall, 201 8th Street, Seal Beach, Califor-
nia, to transact the following business:
.1. To adopt a resolution authorizing the change
in signatures on demands and checks for the
withdrawal of funds on deposit with the Bank
of America, Seal Beach,Branch.
2. To adopt a resolution authorizing the change
in signatures on demands and checks for the
withdrawal of funds on deposit with the
United California Bank, Seal Beach Branch.

To discuss Proposed Freeway Route 1-240.

Resolution No. 1415 (Bank of America-Signatures) was presented by

City Manager Lee Risner. It was moved by Anderson and seconded by
Gummere to adopt Resolution No. 1415.

Resolution No. 1416 (United California Bank - Signatures) was pre-
sented by the City Manager. It was moved by Gummere and seconded
by Anderson to adopt Resolution No. 1416.

Proposed Freeway Route 1-240 was discussed as to the position the
City should take. It was moved by Steddom and seconded by Gummere
that the City is !Q! opposed to the adoption of a.freeway along
the general alignment as proposed by the State Division of High-
ways Red Route.
However, we urge that full consideration be given to a routing and
design of roadway which will not adversely affect Leisure World.
If, in the final study, no alter.natives to the route as proposed

are pOSSible, then the State of California must accept ~ and
immediate responsibility to purchase the property which will be
required to build the freeway and to purchase that property which

will become unsaleable by virtue of its proximately to the freeway.
The State must take immediate steps to replace all possible units
1-240
which will be removed or are deemed to be unsaleable and to make
the financial arr~ngements necessary to assure the continued sol-
vency of the various affected housing mutual corporations and the
Seal Beach Golden Rain Foundation.
