Mr. Samuel Salman, Attorney representing Larry R. Smith outlined new operations proposed to be put~into effect to overcome all problems of the past. The City Manager, City Attorney and Chief of Police presented arguments opposing the issuance of a license. Mrs. Violet McFarland, owner of the property spoke in favor of the license. The City Attorney stated that the alternatives that the Council . has are; to issue the license, grant the appeal and instruct the . .
