The City Council of the City of Seal Beach met in regular ses~ion
at 8:00 p.m. with Mayor Nescher..presiding. The meeting was called
to order with the Pledge of Allegiance.

It was moved by Anderson and seconded by Gummere to approve the
minutes of April 4, 1966 as presented.

Regular demands No. 9602 to 9703 inclusive, $49,236.63 and payroll
demands No. 6627 to 6751 inclusive, $30,387.27, totaling $79,623.90
as approved by the Finance Committee were presented. It was moved
by Steddom and seconded by Gummere that the demands be allowed and
warrants drawn on the Treasury for the same.

Sacramento for the City Manager and those councilmen who are able

River Freeway, April 21, 1966.

It was moved by Anderson and seconded by Gemmill to approve the sale
of poppies-by the American Legion Auxiliary on May 27th and 28th
and to proclaim these dates as "Poppy Days".

It was moved by Steddom and seconded by Nescher to grant the Leisure
World Lions Club a temporary permit to sell fireworks from May 28th
through July 5th and to waive the fee, providing the Club carried
the proper insurance.

The City Manager reported that he had been advised by the Flood
Control District that certain projects had been restored to the

list for the proposed Bond Issue.
The City Manager reported that the State Department of Finance
now has set the city population figure as of April 15, 1966 at
, 20,700.
Mr. Gemmill outlined in detail the proposed procedure by the
Orange County League of Cities for adoption of resolutions by the
group. It was moved by Steddom and seconded by Anderson to approve
the proposed procedures as presented.

It was moved by Gemmill and seconded by Steddom to receive and
file the reports of the Building Department, Finance and City
Treasurer reports for March 1966.
Mr. Anderson requested that our congres~an and senator be con-
tacted to acquire property from the Navy to widen Bay Boulevard
from Westminster Avenue to Garden Grove Boulevard. Approved.
It was moved by Anderson and seconded by GUMmere to adjourn at 8:43 p.m.
