Seal Beach, California April 18, 1966 The City Council of the City of Seal Beach met in regular ses~ion at 8:00 p.m. with Mayor Nescher..presiding. The meeting was called to order with the Pledge of Allegiance. Present: Mayor Nescher Councilmen: Anderson,. Gemmill, Steddom, Gummere " !I None I Absent: It was moved by Anderson and seconded by Gummere to approve the minutes of April 4, 1966 as presented. AYES : NOES: Anderson, Gemmill, Steddom, Gummere, Nescher None Motion carried. Regular demands No. 9602 to 9703 inclusive, $49,236.63 and payroll demands No. 6627 to 6751 inclusive, $30,387.27, totaling $79,623.90 as approved by the Finance Committee were presented. It was moved by Steddom and seconded by Gummere that the demands be allowed and warrants drawn on the Treasury for the same. It was moved by Gemmill and seconded by Gummere to a pprove a trip to Sacramento for the City Manager and those councilmen who are able I , to attend a Highway Commission meeting regarding the San Gabriel River Freeway, April 21, 1966. It was moved by Anderson and seconded by Gemmill to approve the sale of poppies-by the American Legion Auxiliary on May 27th and 28th and to proclaim these dates as "Poppy Days". It was moved by Steddom and seconded by Nescher to grant the Leisure World Lions Club a temporary permit to sell fireworks from May 28th through July 5th and to waive the fee, providing the Club carried the proper insurance. Upon the recommendation of the City Attorney it was moved by Anderson and seconded by Gemmill to deny the claims of HUJllbil.e Oil Company and Signal Oil Company for refund of real estate taxes. It was moved by GU1lIIIlere and seconded by Steddom to instruct the City Manager and City Attorney to prepare a proper ordinance amending the city code in regard to fire... water services. It was moved by Anderson and seconded by Gummere to instruct the City Manager and City Attorney to taK~ all steps necessary to terminate the pier lease, to enter into an agreement to obtain . possession within a reasonable period of time or to file legal action for possession. It was moved by Gemmill and seconded by Gummere to appoint Mike Murphy to the Planning Commission to fill out the unexpired term of Edward Twining,retired, for a term to expire in 1969. Secretaries Week, April 24th to April 30th. The City Manager reported that he had been advised by the Flood Control District that certain projects had been restored to the .... I list for the proposed Bond Issue. The City Manager reported that the State Department of Finance now has set the city population figure as of April 15, 1966 at , 20,700. Mr. Gemmill outlined in detail the proposed procedure by the Orange County League of Cities for adoption of resolutions by the group. It was moved by Steddom and seconded by Anderson to approve the proposed procedures as presented. AYES: NOES: Anderson, Gemmill, Steddom, Gummere, Nescher None Motion carried. I It was moved by Gemmill and seconded by Steddom to receive and file the reports of the Building Department, Finance and City Treasurer reports for March 1966. Mr. Anderson requested that our congres~an and senator be con- tacted to acquire property from the Navy to widen Bay Boulevard from Westminster Avenue to Garden Grove Boulevard. Approved.
