The meeting was called to order with the Pledge of Allegiance. Present: Mayor Nescher Councilmen: Anderson, Gemmill, Steddom, Gummere " " None I Absent: . It was moved by Gemmill and seconded by Gummere to approve the minutes of May 2nd and 3rd 1966 as corrected, as it concerns the City Attorney's interrigation of the City Council in regard to the "Pipeline Cases" in the May 3rd minutes. Regular demands No. 9855 to 9963 inclusive, $43,39l.3Q and payroll demands No. 6871 to 698) inclusive, $29,452.37 totaling $72,843.67 as approved by the Finance Committee were presented. It was moved . by Anderson and seconded by Steddom that the demands be allowed and warrants drawn on the Treasury for the same. Upon the recommendation of the City Engineer, it was moved.by Gemmill and seconded by Anderson that E. D. Johnson & Co., at $13,1-85.00 be deemed to be the .lowest responsible bidder, that all other bids be rejected and the City Manager be authorized to execute the contract. AYES: NOES: Anderson, Gemmill, Steddam, Gummere, Nescher None Motion carried. A letter from the Chamber of Commerce requesting an annual allot- ment of $1000.00 was discussed. A letter from the Chamber of Commerce asking per.misslon and assistance in their proposed 4th of July program was discussed and further action deferred to the next meeting. I I I 35 . The Mayor announced that this was the time for a public hearing on the San Gabriel Freeway route adoption by the State Highway Ccmmiss- ion (Route 240). The City Manager explained that the hearing was to uoms~der the only three alternatives open to the City: (1) To waive the right to request a public hearing before the State Highway . Commission; (2) to take no action which would delay route adoption at least 30 day.s; or '(3) to r~quest the Highway'CommiSSion to hold a: public hearing which would normally delay adoption .of the route between six to eighteen months. Mr. David Roper, District Highway. Design Engineer, and Mr. Ruel A. Speck, Freeway Right of Way Engineer, s~oke and ,answered questions. Free wa.ys . A general discussion followed with the City Council, City Manager, City Attorney, and members of the audience taking part. Councilman Gummere noted that wa~ving the public hearing before the . State Highway Commission provided the best solution to immediately solving Leisur~ World's financial problem resulting from the state's construction of the freeway, and that to delay financial indemnification by requesting the State Highway Commission to hold a public hearing on the route adoption would delay such indemnification between six to eighteen months. Councilma~ Gummere and Councilman Gemmill further noted that the Council'S hearing was not. to determine the . freeway location, design,or adoption, but to consider only the three . alternatives relative tmrequesting the State Highway Commission to . hold a public hearing on the route adoption. The meeting reconvened at 9:50 p.m. Resolution No. 1438 (Treasury Bi11s - Purchase) was presented by the City Attorney. It was moved by Steddom and seconded by Gemmill to adopt Res01ution No. 1438. Resolution No. 1441 (On-site Improvements, Tracts 5723, 5847, 5848 and 5934 - Bill of Sale) was presented by the City Attorney. Ordinance No. 683 (Business License Tax- Amending) was presented by title by the City Attorney. It was moved by Anderson and seconded by Nescher to waive the first reading of Ordinance No. 683, that it . be deemed as having had its first reading and be passed to the second reading. The motion was withdrawn. C. to assist in the attempt to obtain additional frontage along Bay Blvd. for widening City Manll:e, purposes.
