HomeMy WebLinkAboutCC Min 1966-07-05 St:' Seal Beach, California July 5. 1966 The City Council of the City of Seal Beach met in regular session at 8:00 p.m. with Nescher presiding. The meeting was called to order with the Pledge of Allegiance. I Present: Mayor Nescher Councilmen Anderson, Gemmill, Gummere Steddom Absent: The City Clerk administered the oath of office to councilmen C'ouncilmen elected April 28. 1966, as follows: Stanley G. Anderson Dean H. Gel1llllill John B. Hamilton Leslie M. Dreis First District Second District Third District Fifth District Outgoing Mayor Nescher presented remarks about the close co- Mayor . operation of the council and stepped down. Mayor Pro-Tempore Gummere assumed the Chair. Absent: Mayor Pro-Tempore Gummere Councilmen Anderson. Gemmill, Hamilton. Dreis None Present: Commendations to Mr. Nescher were made by Councilmen Gemmill, I Anderson, and Gummere. Plaques were presented to outgoing Mayor Nescher and former Mayor Anderson. Plaques were presented to Dr. Sutter Kunkel and Edward Twining for services as former members of the Planning COl1llllission by . Chairman Ray Boeger. Mr. Nescher presented flowers in recognition to Miss Temri Jaco, newly elected Miss Seal Beach who replied with grateful remarks. Mayor Pro Tempore Gummere introduced all department heads and their wives. and Chamber of Commerce President Larry Peters and r~s. Peters. I It was moved by Anderson and seconded by Gemmill that Lloyd E. Gummere be appointed mayor. Mayor AYES: NOES: Anderson, Gemmill, Hamilton, DreiS, Gummere None Motion carried. It was moved by Dreis and seconded by Hamilton that Stanley G. Anderson be appointed Mayor Pro-Tempore. Mayor Pro. Tem. AYES: NOES: Anderson, Gemmill, Hamilton. Dreis, Gummere None Motion carried. 52 Mayor Gummere thanked the council for electing him mayor and he briefly outlined programs for the coming year. Mayor Gummere made the following appointments: Committees ~. #1460 Planninp; Commission Civil Service Pacific Lip;htin/l: Metro. Water Richard T. Hanna Finance Committee: Anderson and Dreis; West Orange County Water Board: Anderson; TASC: Gemmill, Hamilton alternate; SCAG: Gemmill, aummere alternate; Mosquito Abatement District: Henry Steddom until Dec. 31, I 1966; John Hamilton from January 1, 1967 to December 31, 1970; Orange County Sanitation District: Gummere, Anderson alternate. Resolution Number 1460 (Appointments to Agencies) was presented by the City Attorney. It was moved by Anderson and seconded by Hamilton to adopt Resolution Number 1460. . AYES: NOES: Anderson, Gemmill, Hamilton, Dreis, Gummere None Motion carried. It was moved by Gemmill and seconded by Anderson to appoint Bill Jones to a four-year term on the Planning Commission. It was moved by Dreis and seconded by Anderson to appoint Dorothy Doane to a four-year term on the Civil Service Commis- I sion. Payroll demands Number 7259 through 7403, totaling $42,450.00 and regular demands Number 191 through 305, totaling $25,420.67, totaling $67,870.67 as approved by the Finance Committee were presented. It was moved by Anderson and seconded by Dreis that the demands be allowed and warrants drawn on the treasury for the same. Action on the application of Pacific Lighting Service and. ,Supply Company for granting a franchise was 'deferred to the I next meeting. Letter of appreciation from Metropolitan Water District for support on the recent bond issue was received and filed. It was moved by Gemmill and seconded by Anderson that the City Attorney and the City Manager prepare g,proper resolution commending Congressman Richard Hanna for being selected "Orange County Man of the Year" by the Jewish War Ve.terans. 53 AYES: NOES: Anderson, Gemmill, Hamilton, Dreis, Gummere None Motion carried. A petition in regard to the disturbance caused by motorcyclists Motorcycles using the Hellman property for their activities was received and filed. I Larry Peters, President of the Chamber of Commerce, expressed his appreciation to the City Council for its cooperation during the year. Resolution Number 1461 (United California Bank - Signatures) was presented by the City Attorney. It was moved by Gemmill and seconded by Dreis to adopt Resolution Number 1461. ~. Ordinance Number 684 (Excise Tax on Property Development) was I presented by title by the City Attorney. The City Attorney reported that the water agreement with the Golden Rain Foundation had been fully executed at a savings of some $90,000 to the City.
