Sidewalk ~ Seal Beach, California July 18, 1966 The City Council of the City of Seal Beach met in regular session at 8:00 p~m. with Mayor Gummere presiding. . Mayor Gummere requested a moment of silence in memory of City Treasurer James N. Scott who recently passed away. I Present: Mayor Gummere Councilmen Anderson, Gemmill, Hamilton, None Dreis lI:bsent: Mr. Hamilton requested that the minutes show that if the resolution commending Richard T. Hanna as Jewish War Veterans "Orange County Man of the Year" was a resolution instead of a letter he would have voted "no.1I It was moved by Anderson and seconded by Dreis to approve the minutes of June 30, 1966, and ~f July 5, 1966, as presented. AYES: NOES: Anderson, Gemmill, Hamilton, Dreis, . Gummere. None Motion carried. R~gular demands lio. 306 through 410 in the amount of $55,969.17, .., and payroll demands No. 7404 through 7556 in the amount of $32,361.70, totaling $88,330.37, as approved by the Finance I Committee, were presented. It was moved by Anderson and seconded by Dreis that the demands be allowed and warrants drawn on the treasury for. the same. The City Manager to prepare a letter of explanation. Letter from Everett M. Koontz and Rita Herron requesting side- walk e~oaChment permit at 214-216 Main Street was discussed. It was moved by Anderson and seconded by Gemmill to approve . the permit subject to conditions set out by the City Engineer and the City Manager. The lolayor proclaimed the night of August 22, 1966, as IISeal Beach Leisure World Night" at Hollywood Bowl. 55' Dr. Robert Vogler, owner of Vogler's Market at 1510 Coast Highway, Police told of the many holdups his market had experienced lately and asked fon help in solving the problem. He was assured by the Mayor that everything possible would be done. James A. Frances expressed concern in the matter of excessive I speeding on the streets ~n his area. Referred to the City Manager and the Traffic'Department. Other members of the audience also told of speeding in their neighborhoods. O~dinance Number 685 (Transient Occupancy Tax) was presented by title by the City Attorney. It was moved by Gemmill and seconded by Anderson to waive the ,second reading of Ordinance Number 685, that it be deemed as having had its second reading .and be passed for adoption. Resolution Number 1470 (Pacific Lighting Service - Franchise Application) was presented by the City Attorney. It was moved by Gemmill and seconded by A~derson to adopt Resolution Number 1U70 subject to the insertLon of the date of August 1, 1966, at 8:00 .p.m. for a public hearing. AYES: NOES: Anderson, Gemmill. Hamilton, Dreis, Gummere None Motion carried. It was moved by Anderson and seconded by Gummere that the City Manager be authorized to execute a proposed amendment and modification of the pier sub-lease with Paul B. Poitz and Joe E. Wilber, subject to Public Liability Insurance of $300.000 and $500,000 and Property Damage of $50,000. I AYES: NOES: Anderson, Gemmill, Hamilton, Dreis. Gummere None ' Motion carried. It was moved by Gemmill and seconded by Anderson to authorize the City Manager to execute an agreement with the Chamber of Commerce for promotion (transportation) purposes, subject to the same insurance endorsement as the pier agreement. It was moved by Gemmill and seconded by Anderson to authorize the City Manager to execute an agreement with the Chamber of Commerce for community promotion, as amend~d. It was moved by Anderson and seconded by Dreis ~o.approve a resolution of the Planning Commission adopting the general plan and to set the date of August 1, 1966. at 8:00 p.m. for a public hearing. It was moved by Gemmill and seconded by Hamilton to receive and file the report of the Building Department for the month of June. 1966. Mr. Gemmill reported on a recent meeting of the Orange County League Executive Committee as it related to building code problems. .
