The meeting was called to order with the Pledge of Allegiance. Present: Mayor Gummere Councilmen Anderson, Gemmill, Hamilton, Dreis None Absent: It was moved by Gemmill and seconded by Anderson to approve , . the minutes of August 1, 1966, as presented. AYES: NOES: Anderson, Gemmill, Hamilton, Dreis, Gummere None Motion carried. I Regular demands Number 460 to 602 incl. $49,612,99 as approved by the Finance Committee were presented. It was moved by Anderson and seconded by Dreis that the demands be allowed and warrants drawn on the Treasury for the same. Bixby Ranch Lions 6lub - C I o~ Q I The r~ayor announced that this was the time and place for- a public hearing on granting of franchise for transmission of gas to Pacific Lighting Service Supply Company. The City Attorney conducted the hearing. The City Clerk reported that he had posted the notices as required and that ~.written objections had been received. The Ci~y Manager stated that he had received a bid of $250.00 from Pacific Lighting for the franchise. There being no oral objections presented it was moved by Gemmill, and seconded by Anderson that the hearing be closed. I AYES: NOES: Anderson, Gemmill, Hamilton, DreiS, Gummere None Motion carried. Ordinance Number 686 (Franchise-Pacific Lighting Service and Supply Company) was presented by title by the City Attorney. It was moved by Anderson and seconded by Gemmill to waive the first reading of Ordinance Number 686, that it be deemed as having had its first reading and be passed to the second reading. It was moved by Anderson and seconded by Dreis that the City Attorney and City Manager be instructed to prepare a proper resolution in regard to the Notice of Intention to relinquish Highway right~of-way from the Division of Highways. I The requests of the Lions Club for street closing for their annual Fish Fry August 27th and 28th and the request of the Chamber of Commerce for their "Old Fashioned Sunday" program August 28th were discussed at length with Larry Peters, Bill Jones, Pat Osborn of the Chamber and members of the Council 67" and City Manager taking part. It was moved by HamU ton and seconded by Dreis to grant the Chamber request as modified. AYES: NOES: Anderson, Gemmill, Hamilton, Dreis, Gummere None' Motion carried. I It was moved by Dreis and seconded by Gemmill to grant to the Lions Club the closing of Central Avenue from Main Street east Club to the alley on August 27th and the south side of Central Avenue;- August 28th. The City Manager and the City Attorney were instructed to prepare a resolution of policy that future requests as above be made sixty days in advance. It was moved by Gemmill and seconded by Dreis that the City Maii Boxes " Council ratify the Cityls position regarding federal inte~- League , of vention in building activity as stated by the Mayor at a recent Cities Orange County League of Cities meeting. The requested report items was discussed. of the Planning Commission on General Plan GenIi. The items included: The Hellman 21 acre I ~ plot as medium density and Green Belt area; the Hellman Indus- trial area as highly controlled Research and Development Industrial area; the Pacific Elec~ric Railway right of way; the Aquatic P~k; the College Park; and the Ocean area. It was moved by Gemmill and seconded by Dreis that the area south of Coast Highway be known as the 1I0cean Area" and that the area north of Coast Highway be known as the "Marina Hills Area." Resolution Number 1478 (General Plan-Adopting) was presented by the City Attorney. It was moved by,Gemmill and seconded by Gummere to adopt Resolution Number 1478. I In regard to Planning Commission Resolution Number 76, interim zoning for the Pacific Electrics Railway right of way the City Attorney and City Manager were instructed to prepare a proper ordinance~ It was moved by Anderson. and seconded by Gummere to concur with and ratify Planning Commission Resolution Number 74 re B~xby Ranch Co. I Report of the Building Department for the month of July 1966 and the City Treasurers and Financial Reports ~or June 1966 received and filed. It was moved by Gemmill and seconded by Anderson that the City Attorney and City Manager take the necessary steps to tHJ take possession of and operate the Pier as of September 1, 1966. I The Mayor and Mr. Dreis outlined "Seal Beach Night" with the California Angels at Anaheim Stadium, Saturday night, September 3rd, to be co-sponsored with the Chamber of Commerce. Mr. Hamilton pointed out that the Council had failed to approve the minutes of the adjourned meeting held July 30, 1966. It was moved by Gemmill and seconded by Hamilton to receind the minute order approving the minutes of August 1, 1966. AYES: NOES: Anderson, Gemmill, Hamilton, Dreis, Gummere None Motion carried. It was moved by Gummere and seconded by Anderson that the minutes of August 1, 1966, be amended to include and approve . the minutes of July 30, 1966. I At the request of Mr. Hamilton the City Manager reported on his findings to determine the responsibility for the recent 011- - Beach oil spillage on the beach. The City Manager reported that the State Lands Commission and the State Fish and Game Department had not arrived at a conclusion as to the cause of the oil slick but that both. State offices had been requested to conduct extensive investigations. The Mayor appointed Councilmen Hamilton and Gemmill to serve on Parks a committee to report on the area proposed for park. purposes.
