Mayor <[JJ ~ Attest: /U!dkd~4' City Clerk Seal Beach, California September 19, 1966 The City Council of the 'City of Seal Beach met in regular session at 8:00 p.m. with Mayor Gumm~re presiding. The meeting was called to order with the Pledge of A~legiance. Present: Mayor Gummere Councilmen Anderson, Gemmill, Hamilton, Dreis Councilmen - None Absent: It was moved by G~mm11l and seconded by Hamilton to approve the minutes of September 6, 1966, as presented. AYES: NOES: Anderson, Gemmill, Hamilton, DreiS, Gummere None . Motion carried. It WaS moved by Hamilton and seconded by Gemmill to approve the minutes of September 12, 1966, as corrected to show that Mr. Gemmill voted no on Resolution Number 1487. AYES: NOES: Anderson, Gemmill, Hamilton, Dreis, Gummere None Motion carried. Regular demands Number 708 to 783 incl., $27,913.79 as approved by the Finance Committee were presented. It was moved by Dreis and seconded by Anderson that the demands be allowed and warrants drawn on the Treasury for the same. AYES: NOES: Anderson, Gemmill, Hami~ton, Dreis, Gummere None Motion carried. 80 G. Sm! th Il.-Go-Go Charter The Mayor announced that this was the time for a hearing of appeal of Larry R. Smith, DBA Surfer Girl A-Go-Go (fonmerly Goldfingers A Go-Go) from decision of City Manager in denial of entertainment permit at 800 Pacific Coast Highway and requested the City Attorney to conduct the hearing. Mr. Salmons, Attorney for Smith to present his case. The City Attorney swore in Mr. Lee Risner and Mr. Lee Case as witnesses. The City Manager reviewed the conduct of the operation, past and present. The I Chief of Police confirmed the statements of the City Manager. Further letters of objection were presented. Mr. Salmon questioned the City Manager. Mr. Salmon presented his case. The City Attorney . ' reviewed the ordinance @B it concerns the City Manager1s decision. Members of the Council questioned Mr. Salmon and presented personal remarks. The Mayor declared the hearing closed. It was moved by Gemmill and seconded by Hamilton to uphold the decision of the City Manager in denying the permit. AYES: NOES: Anderson, Gemmill, Hamilton, Dreis, Gummere None carried. I Motion The Mayor declared a 'short recess. The meeting reconvened ~t 9:30 p.m. Jerry Delaney of 17th Street suggested that a committee be formed to study certain charter amendments needed. The Mayor stated that the matter was being continually under study. Letters from the Cities of Orange and Fountain Valley re Flood Flood Control Bond Issue were received and filed. Control Letter from the City of Santa Maria re Field Act was received and Field Act filed. C. of C. Surfin~ b.:....! . Flood Control Letter of thanks from the Chamber of Commerce for the City's cooperation in the success of "Sunday in Seal Beach" was received and filed. Letter from Willis Davidson, requesting more permitted surfing hours was discussed and deferred for further study. It was moved by Anderson and seconded by Dreis to approve the specifications and ,authorize the Los Angeles Flood Control District to proceed with certain work. I AYES: NOES: Anderson. The City Manager stated that the Council and Planning Commission Freeways were invited to attend a freeway landscaping meeting, October 4, 1966, . at 9:00 a.m. at the Los Angeles Police Academy. ., . It was moved by Gemmill and seconded --- #691 by Gummere to waive the second reading of Ordinance Number 691, that tt be deemed as having had its second reading and be passed for adoption.
