The City Council of the City of Seal Beach met in regular session
at.~:OO p.m. with Mayor Gummere presiding. The meeting was called
to order with the Pledge of Allegiance.

It was moved by Hamilton and seconded by Dreis to approve the minutes
of September i9, 1966, as presented.

Payroll demands September 16, 1966, Number 398 to 541 incl.,
~~59,870.72, regular demands October 3, 1966, Number 784 to 849

totaling ~138.058.34 as approved by the Finance Committee were
presented. It was moved by Anderson and seconded by Dreis that the
demands be allowed and warrants drawn on the Treasury for the same.

Request of Rossmoor Corporation pursuant to letter dated 9/16/66
by Alton Fowler for abandonment of 20 feet of Bay Boulevard adjacent
to Lot 11, Tract 4242 and a portion of old Bay Boulevard south-
westerly of the intersection of Bay Boulevard and Los Alamitos

Boulevard was received and filed for action at a later date.
Resolution Number 1489 (Treasury Bills) was presented by the City
Attorney. It was moved by Gemmill and second by Dreis to adept
Resolution Number 1489.

and West and the downtown area were discussed at length.

The City Manager reported on the negotiations to exchange land with

The City Manager to continue along the plans as
Navy-Lands
outlined for the exchange of approximately 1.67 acres of City
property southerly of the water resevoir tank for 1.75 acres of
Navy property at the southeast corner of Bay Boulevard and West-
minster Avenue.
The City Manager reported on the actions of the
relating to their approval by Resolution Number
Planning Commission

for a restaurant and cocktail lounge in the Seal Beach Shopping
Center. Mayor Gummere noted that the Planning Commission had given
extensive study in a public hearing on this matter, that he had
confidence in the Commission, that the action by the Commission for
approval had been by unanimous action; he further noted that Mr.

Moss, the Center's developer and Mr. Taper, th~ property owner,
had ~s much or more to lose than anyone else' and he felt sure
they would not ask for or approve of any business that was
detrimental to other lessees, the Shopping Center, or adjacent
areas. After further discussion, it was moved by G~mmill and
seconded by Anderson that the City Council 'go on record as not
approving the variance as outlined in Planning Commission
Resolution Number 86 (Variance-Restaurant and Bar-Seal Beach
Center) .
