The meeting was called to order with the Pledge of Allegiance. It was moved by Anderson and seconded by Dreis that upon the Water recommendation of the City Engineer to grant an extent ion of 21 calendar days for Project 67, 68 A, Water Facilities, to Industrial Pipeline Construction Company. Sandau regarding damage done by automobiles to building at 124 Main Street was referred to the City Manager. A petition from businessmen in the 100 Block of Main Street requesting the removal of parking meters was discussed and referred to the City Manager. The proposal-of Norman E. Watson, Superintendent, Orange Coast I College to conduct a series of Orange County Regional Planning Conferences was discussed. The Mayor stated that these conferences appeared to be a duplication of the efforts fo SCAG. It was moved by Gemmill and seconded by Gummere that the City of Seal Beach be on record as opposing the use of Orange Coast College District , funds for any Federal grants under Title I of the Higher Education Act of 1955, for the purpose of conducting Orange County Regional Planning Conferences and should include that the reason for this position is that it will be a duplication of planning functions already being. conducted by the Cities and County of Orange and SCAG. Mr. Ed Halsey, Manager, Seal Beach Branch, Bank of America, addressed the Council in an appeal on the decision of the Planning Commission in regard to a sign for the bank. After some discussion, it was moved by Gemmill and seconded by Hamilton to uphold the findings of the Planning Commission and to deny the appeal.
