The City Council of the City of Seal Beach met in regular session at 8:00 p.m. with Mayor Gummere presiding. The meeting was called to order with the Pledge of Allegiance. Present: Mayor Gummere Councilmen Anderson, Gemmill, Hamilton Absent: Councilman Dreis' It was moved by Anderson and seconded by-Gemmill that Mr. Dreis' absence be excused. AYES:. Anderson, Gemmill, Hamilton, Gummere ABSENT: Dreis MOtion carried. Ray Herbect Jr., presented the Council with a scroll in grateful appreciation for the City sponsored teenage dance held in connection with the recent Lions Club Fish Fry. It was moved by Gemmill and seconded by Anderson to approve the minutes of November 21, 1966, as presented. AYES: ABSENT: Anderson, Gemmill, Hamilton, Gummere Dreis MOtion carried. 100 Annex. 66-1 Regular demands No. 1179 to 1289 incl., $11~,194.48 and payroll demands $31,899.66, totaling $151,094.14 as approved by the , Finance Committee were presented. It was moved by Anderson and seconded by Hamilton that the demands be allowed and warrants drawn on the Treasury for the same. I Motion carried. The Mayor instructed the City Attorney and City Manager to prepare ABC " a resolution as suggested by the City of Santa Ana in favor of Prot.. 67-68A Sigma Chi Sigma requesting the Assembly Committee on Governmental Organization to study laws relating to alcoholic bever~ges. Upon the recommendation of the City Engineer it was moved by Anderson and second~d by Gemmill to grant an extention of time to December 20, 1966, for Project 67, 68 A Water Facilities NAA. In the appeal of Sigma Chi Sigma Fraternity re action of the Planning Commission, the City Manager reported the fraternity did not have permission of the property owner to make a request for a variance so that all proceedings must start over. A proposed ordinance relating to fraternity and sorority group living, etc., was presented in full by the City Manager and was discussed. It was moved by Gemmill and seconded by Anderson to table the matter to the next meeting. AYES: NOES: ABSENT: Anderson, Gemmill, Gummere Hamilton Dreis I Motion carried. It was moved by Gemmill and seconded by Anderson that action on' proposed ordinances (1) sub-standard buildings, (2) demolit~on and repair of buildings, (3) procedures, sub-standard buildings, be deferred to an adjourned meeting. AYES: ABSENT: 101 Anderson, Gemmill, Hamilton, Gummere Dreis Motion carried. Ordinance Number 698 (Fire Department-Creating) was presented by title by the City Manager. It was moved by Anderson and Ord. 11698 seconded by Gemmill to waive the first reading of Ordinance Number I 698, that it be deemed as having had its first reading and be passed to the second reading.
