Hickman, City Clerk of the City of Seal Beach, California, DO HEREBY CERTIFY that the foregoing resolution was duly adopted by the City Council of said city and was approved by the Mayor of said city at an adjourned regular meeting of said City Council held on the 15th day of December, 1966, and that it was so adopted as follows: AYES: Councilmen Anderson, Gemmill. Hickman City Clerk of the City of Seal Beach, California Seal Beach, California December 19, 1966 The City Council of the City of Seal Beach met in regular session at 8:00 p.m. with Mayor Gummere presiding. The meeting was called to order with the Pledge of Allegianc~. Present: Mayor Gummere Councilmen Anderson, Gemmill, Hamilton, Dreis Absent Councilmen - None It was moved by Gemmill and seconded by Hamilton to approve the minutes of December 15, 1966, as presented. AYES: NOES: Anderson, Gemmill, Hamilton, Dreis, Gummere None Motion carried. Payroll demands $30,499.89 and regular demands Number 1290 to 1402 II incl., $65,096.00 totaling $95,595.89 as approved by the Finance Committee were presented. It was moved by Anderson and seconded by . Dreis that the demands be al~owed and warrants drawn on the Treasury for the same. The Clerk reported 6346 .!. that notices had been posted as re.quired. by law and t~.at. n? . . written objections had be'en received. Ralph Jenson and ~ermit Dorius of Suberbia Homes outlined the project in detail for I . . the developers. The City Manager presented the conditions as recommended and approved by the Planning Commission in ~ull. Arguments based mostly on the commercial area proposed were presented by members of the audience. A petition was presented by Mrs. Beverly J. Casares, asking the project follow only the master plan. The Mayor closed the public hearing. Ordinance Number 700 (Zones-Precise Plans P.P. 1-66, Tracts No. Ord. ~ 6345 and 6346) was' presented in full by the City Attorney. It was #700 . This'being the time for a public hearing on the modification of Position Plan the City's position classification plan it was suggested that due to the death of James Rahl, Civil Service Board Chairman, I be continued until January 3, 1967. Resolution Number 1499 (Grant Deed-Acceptance Lot 17 and 1/2-19 B~ock Reso. 11 107, Bay City Tract) was presented by the City Attorney. It was 1499 moved by Gemmill and seconded by Gummere to adopt Resolution Number 1499. AYES: NOES: Anderson, Gemmill, Hamilton, Dreis, Gummere None Motion carried. Resolution Number 1500 (James Rahl-Tribute) was presented by the Re'so. # City Attorney. It was moved by Anderson and seconded by Gummere to 1500 adopt Resolution Number 1500. The Clerk reported that notices had been posted as required by law and that no written objections had been received. Ralph Jenson and Kermit Dorius of Suburbia Homes outlined the project in detail for the developers. It was moved by Gemmill and seconded by Hamilton that the project:be referred back to the Planning Commission with respect to the C-2 zoning, open space areas and the notifying of all property owners within a 300 foot area of the project. Mr. Gemmill noted that the project as contemplated did not in his opinion provide sufficient "green area", that lot coverage was high and additional places for children to play should be provided. He further noted that II mail notices should be sent to adjacent property owners and there- fore be favored sending the project back to the Planning Commission for further study. He noted.that the proposed recreation-park area within the project was not well located in his opinion. He further I 1 1 111' commented that there were small lots and that the city was experiencing problems with small lots in other sections of the city. Mr. Anderson stressed the point that there were too many service stations in the city now and he questioned the wisdom of zoning property for an additional service station. Mayor Gummere outlined his position of being in favor of the project, noting that the Planning Commission had approved the precise plans and conditions, the City Manager had stated the project was not contrary to the General Plan, notification had been given as required by law and in addition these adjacent property owners had been notified by mail of the Council's hearing. Mr. Dreis noted that he basically concurred in Mayor Gummere's statements. Mr. Hamilton stated that he was in favor of returning the subject matter to the Planning Commission because of the lack of notification by mail to adjacent property '" owners of the Commission's public hearing and that there were very few at the Commission's meeting that were interested in a project of maj.or importance to the City.
