commented that there were small lots and that the city was experiencing
problems with small lots in other sections of the city. Mr. Anderson
stressed the point that there were too many service stations in the
city now and he questioned the wisdom of zoning property for an
additional service station. Mayor Gummere outlined his position of
being in favor of the project, noting that the Planning Commission
had approved the precise plans and conditions, the City Manager
had stated the project was not contrary to the General Plan,
notification had been given as required by law and in addition
these adjacent property owners had been notified by mail of the
Council's hearing. Mr. Dreis noted that he basically concurred in
Mayor Gummere's statements. Mr. Hamilton stated that he was in
favor of returning the subject matter to the Planning Commission
because of the lack of notification by mail to adjacent property

owners of the Commission's public hearing and that there were very
few at the Commission's meeting that were interested in a project
of maj.or importance to the City.

The City Council of the City of Seal Beach met in special session at
12:00 Noon with Mayor Gummere presiding. The meeting was called to
order with the Pledge of Allegiance.

You and each of you will please take notice that Lloyd E. Gummere, as
presiding officer of the legislative body of the City of Seal Beach,
hereby calls and gives notice of a Special Meeting of the City Council
of the City of Seal Beach to be held and convened at the hour of
12 O'Clock Noon, December 30, 1966, in the Council Chamber, City Hall,
201 8th Street, Seal Beach, California, to transact the following

1. Resolution requesting the County of Orange to include
within the arterial highway financing program the improve-
ment of Lampson Avenue in the City of Seal Beach.
2. Resolution requesting the County of Orange to include
within the arterial highway financing program the acquisi-
tion of right of way and the improvement of Bay Boulevard
within the City of Seal Beach.
3. Resolution requesting the County of Orange to include
within the arterial highway financing program the acquisi-
tion of right of way and the widening of Bay Boulevard
within the City of Seal Beach.
4. Resolution requesting the County of Orange to include
within the arterial highway financing program the acquisi-
tion of right of way for the future widening of Bay
Boulevard.
