Anderson and seconded, by Gemmill. to approve ,the.' minutes of.'April 21, 1967, as presented. AYES: NOES: Anderson, Gemmill, Hamilton, Dreis, Gummere None Motion carried. .' I Regular demands No. 2238 to 2291 incl., $20,298,52, and payroll demand $31,759.80, totaling $52,058.32, as approved by the , : ~inarice Committee were presented. There being no objections, either written or.: .oral, it'was moved by Gemmill and 'seconded by Dreis that the hearing be closed. AYES: .NOES: Anderson" Gemmi,ll, Hamilton, Dreis" Gummere .None Motion carr.ied. I . Mayor Gummere announced that Resolution Number 119 of the Planning Plan. Comm. Commission relating ~o Use Na~iance (UV-1-67) ~or reception and.. (UV-1-67') " : : resale center at Golden Rain Road and Del Monte was the next order of business. The City Manager reviewed the resolution for those present. He also stated that 70 letters with 100 signatures I 1 I 155 opposing the variance had been received by the City Council and that 448 letters with 633 signatures and 7 petitions with 175 signatures in favor of the variance had been ,received. The Mayor reviewed the pros and cons of both sides and outlined his views in support of the variance. It was moved by Gummere and seconde~ by Anderson to approve the variance as proposed by the Planning Commission. Speaking on the motion, Mr. Gemmill stated that he had investigated, on the site, the matter and that he could find no basis of fact to , be opposed. Mr. Anderson concurred with both the Mayor and Mr. Gemmill for the same reasons. Mr. Hamilton thanked those in attendance for their interest and agreed with the Mayor on most points "except traffic and suggested a further study be made. Mr. Dreis said his position was well known and that as a member of the Golden Rain Board, he would disqualify himself in voting on the matter. The May~r called for a vote. AYES I ABStAIN: Anderson, Gemmill, Hamilton, Gummere Dreis Motion carried. Ordinance Number 717 (CATV-Franchise) was presented by title by the Ord. City Attorney. It was moved by Anderson and seconded by Gemmill to--- #717 waive the second reading of Ordinance Number 717, that it be deemed---- as having had its second reading and be passed for adoption. AYES: NOES: Anderson, Gemmill, Hamilton, Dreis, Gummere None Motion carried. The Mayor called a recess at 8:47 p.m. The meeting reconvened at 8:56 p.m. Letter from the Orange County Water District re increase in replenish- : Water ment assessment levy from $8.00 to $9.50 per acre foot and continuation Dist. of $3.00 per acre foot additional assessment was received and filed. Letter from City of Newport Beach supporting AB 877 was received AB 877 and filed. Resolution Number 1546 (Mrs. Jessie Reed~In Memory) was presented by Res~ the City Attorney. It was moved by Anderson and seconded by Dreis to grant the Fireworks Leisure World Lions Club a 1967 fireworks sales permit and to waive the fee. Legion American Legion Auxiliary permission to sell poppies on the City Auxiliary streets May 26 and 27. AYES: NOES: Anderson, Gemmill, ~milt?n, Dreis, Gummere None Motion carried. It was moved by Gemmill and seconded by Hamilton to table until Air Flights next meeting the request to support flights from Orange County Airport to Sacramento. The City Attorney and City Manager were instructed to prepare. a I M.!. resolution supporting the proposed revisions of County Rules Pollution and Regulations re County Air Pollution Control. It was moved by Gemmill and seconded by Dreis that the partial Signal quitclaim deed from Signal Oil and Gas Company to the City of Oil Co. Seal Beach be accepted, that the Mayor be authorized to execute a c~nsent of assignment by and between Signal Oil and Gas Compa?y and the Hellman Estate, and to n~t~fy the U. S.
