The meeting was called to order with the Pledge of Allegiance. Present: Mayor Gummere Councilmen Gemmill, Hamilton, Dreis Councilman Anderson Absent : It was moved by Hamilton and seconded by Dreis to approve the minutes of June 5, 1967, as presented. AYES: ABSENT: Gemmill, Hamilton, Dreis, Gummere Anderson Motion carried. Mr. Anderson arrived at 9:04 a.m. Ordinance Number 720 (License-Vending Machines) was presented by title by the City Manager. It was moved by Dreis and seconded by Gemmill to waive the first reading of Ordinance Number 720, that it be deemed as having had its first reading and be passed to the second reading. AYES: NOES: Anderson, Gemmill, Hamilton, Dreis, Gummere None Motion carried. Ordinance Number 721 (License-Amusement Machines) was presented by title by the City Manager. It was moved by Gemmill and seconded by Hamilton to waive the first reading of Ordinance Number 721, that it be deemed as having had its first reading and be passe~ to the second reading. The City Clerk was excused at 10:25 a.m. The Mayor declared a five-minute recess. : The City Council and the City Manager discussed portions of the proposed Budl!;et Fund Special ProJect~, General Fund Special Deposit Reserve, and the Special Park and Recreation Fund. I Discussion was also held concerning the proposed sale or lease of the City's property at 8th Street and Ocean Avenue. The City Manager advised that in order to finance various major capitol projects ~t would be necessary to utilize long term financing and that the allocation for General Fund Special Projects could support long-term financing of approximately $500,000. The expansion of administrative facilities would necessitate expenditures of between $200,000 assuming in the neighborhood of $20 per square foot for construction for a 40 to 50 year building and between eight and ten thousand' square feet of building. It was noted that the possible acquisition of property (including conversion) of $200,000 to $250,000. It was noted that I at 8th Street and Cent~al Avenue would necessitate expenditures some funds might be available from the Special Deposit Reserve and the sale of property at 8th Street and Ocean Avenue. I '1 I 169 The Time for the public hearing on the 1967-68 budget was set for Budget- 7:30 p.m., on Tuesday, June 27, 1967, on motion of Mr. Gemmill, Pbblic seconded by Mr. Gummere. The City Council of the City of Seal Beach met in regular session at 8:00 p.m. with Mayor Gummere presiding. The meeting was called to order with the Pledge of Allegiance. Present: Mayor Gummere Councilmen Anderson, Gemmill, Hamilton, Dreis Councilmen - None Absent : Regular demands numbers 1024, 1025, 1027 through number 1173, $38,836.61, and payroll demand, $34,306.61, totaling $73,138.22 as approved by the Finance Committee were presented. It was moved by Anderson and seconded by Dreis that the demands be allowed and warrants drawn on the Treasury for the same. Fire Chief Ron Adams presented to the City a trophy won by his Fire department for the most modern piece of fire apparatus in the Sixth Annual Fire Show. The Ma~or gratefully accepted. Dept. Mrs. Cline of 1211 Mariin Avenue urged that rigid control and regulation Strawberry should be enacted to better control the activities of the Strawberry Fields Fields group. Mr., Dampson of '601 Bayside Drive inquired about the proposed water rate Water increase. The City Manager outlined in detail the purpose of the Rates increase. 1.70 The Mayor read a statement of policy in regard to the proposed "Love-In" "Love-In" scheduled for this weekend. The hearing was conducted by the City Tracts Attorney. The City Clerk stated that publication had been. done' 6172, according to law and that no written protests had been received. 6173 & 6016 Mr. Bernard McCune of S & S Construction Co., spoke in favor of the vacation and presented reasons why. There being no further protests, for or against, the Mayor declared the hearing closed. The City Attorney stated that Commission action ,had been in order and legal. Mr. Oakley presented photos and diagrams of the property. Mr. Boeger and Mr. Hamilton spo~e in favor of the act~on. The City Manager explained the recommendations of'his office concerning Budget amendments to the salary resolution as they affected various job 1967-68 classifications. The recommendations were discussed at length by the ~e budgets for the City's various departments and activities II members of the Council. were reviewed in detail by the Council. Suggestions were made that the contract with the Huntington Beach Humane Sosiety be cancelled and a contract which would result in an estimated net savings during the coming year to the City of $700 and a saving of $1,200 per year thereafter; that the proposed budget for the North Seal Beach Community Building be reduced $1,50q; that the park mainteaance;budget . be reduced $1,000.
