HomeMy WebLinkAboutCC Min 1967-11-06 I I I 209 Seal Beach, California November 6, 1967 The City Council of the City of Seal Beach met in regular session at 8:00 p.m. with Mayor Anderson presiding. The meeting was called to order with the Pledge of Allegiance. Present: Mayor Anderson Councilmen Gummere, Hamilton, Dreis Councilman Gemmill Absent It was moved by Gummere and seconded by Hamilton to approve the minutes of the October 21, 1967, regular adjourned meeting and the minutes of the October 26, 1967, special session meeting, as presented. AYES: ABSENT: Gummere, Hamilton, Dreis, Anderson Gemmill Motion carried. Payroll demands #1362 through #1809, $78,395.73 and regular demands #1932 through #2124, $55,365.22, #2125 through #2204, $25,111.58 were presented. It 'was moved by Dreis and seconded by Hamilton that the demands be allowed and warrants drawn on the treasury for the same. AYES: ABSENT: Gummere, Hamilton, Dreis, Anderson Gemmill Motion carried. ~~ The City Attorney conducted the Public Hearing on Resolution No. 1602~r= ~Reso. (Vacation of sliver of land along the southwesterly side of Cand1eberry #1602 Street). The City Clerk and the City Manager stated that notices had (Vacatio been posted as required by law and that they had not received communications concerning the matter. There were no oral communications on the subject. It was moved by Hamilton and seconded by Gummere to close the public hearing. AYES: ABSENT: Gummere, Hamilton, Dreis, Anderson Gemmill Motion carried. It was moved by Hamilton and seconded by Dreis to withhold action on the resolution of vacation until at the next meeting, November 20; 1967. AYES: ABSENT: Gummere, Hamilton, Dreis, Anderson Gemmill Motion carried. The City Attorney conducted a Public Hearing on the proposed ordinance amending zoning ordinance (628) to provide for the establishment of performance and development standards. Gummere moved for a continuance until the next regular meeting, November 20, 1967 (8:00 p.m.); Dreis seconded the motion. I AYES: ABSENT: Gummere, Hamilton, Dreis, Anderson Gemmill Motion carried. Ordinance Number 733 (License Collector) was introduced for a second reading by the City Attorney. It was moved by Gummere and seconded by Dreis to waive the second reading of Ordinance No. 733, that it be deemed as having had its second reading and be passed for adoption. AYES: ABSENT: Gummere, Hamilton , Dreis, Anderson Gemmill Motion carried. The City Manager requested that the proposed ordinance relating to deed transfers be held over to the next meeting. Ordinance Number 734 (License tax for oil producers) was presented by title by the City Manager. It was moved by Hamilton and seconded II by Summere to waive the first reading of Ordinance No. 734, that it be deemed to have had its first reading and passed on for the second reading. AYES: ABSENT: Gummere, Hamilton, Dreis, Anderson Gemmill Motion carried. Resolution Number 1610 (Authorization of Bank Signatures) was ~. presented by the City Manager authorizing the signature~of the #1610 ~. #1611 Reso, .fJ1612 Deputy City Treasurer in addition to those of the Finance Officer and the Mayor of the City of Seal Beach. It was moved by Dreis:and seconded by Hamilton to adopt Resolution Number 1610. AYES: ABSENT: Gummere, Hamilton, Dreis, Anderson Gemmill I Motion carried. Resolution Number 1613 (Low Sulphur Oil-Importation) was presented Reso. by Councilman Gummere. It was moved by Gummere and seconded by Drers-- 1F1613 -to adopt Resolution Number 1613, and that copies of the resolution be sent to Congressional representatives. AYES: ' Gummere, Hamilton, Dreis, Anderson, ABSENT: Gemmill Motion carried. It was moved by Dreis and seconded by Hamilton that the revised tentative tract map #5699 be approved. AYES: ABSENT: Gummere, Hamilton, Dreis, Anderson Gemmill Motion carried. It was moved by Hamilton and seconded by Dreis to authorize the City Exchan~e Manager to execute an offer to Exchange Land agreement with the United Land States of America (1.85t acres,Of'City'~ed land for 3;5~Cactes o~ A~reemen U.S.A~'.-owned.1and at Bay BOUlevard and,Los Al8Iid,tos :Bou1evard;') AYES: ABSENT: Gummere, Hamil ton, Drei:s, ,'Anderson Gemmill . ,oJ ':1 Motion carried. Dreis moved to authorize the City Manager to execute an Indemnification Indemn. Contract with County of Los Ange1es-Sheriff's Office. Anderson seconded Contract the motion. The City Manager informed the Council of the demise of Mr. Steddom, former councilman, and Mr. Owens, Building Inspector. .Gummere moved, and Dreis seconded to adjourn in memory of: former 1'1Of,' hfT3 '~!h Councilman Henry Steddom and Building Inspector Frank Owen, recently deceased. Hamilton presented to the City through the Mayor the Australian flag from the HMAS MELBOURNE and read the letter of appreciation from the Captain 'upon receipt of the Seal of the City of Seal Beach. ,Gummere made the motion to adjourn in memo~y of Mr. Steddom and Mr. Owen and that 1ettersoof condolences would be sent to the bereaved.
