A lengthy discussion followed with Council members'discussing the potential liabilities and assets, both in the short and long ten; of the annexation. AYES: NOES: Gummere, Dreis, Anderson Hamilton, Gemmill Motion carried. The Building Department report for October, 1967, was received I and filed. The City Manager asked_that the Council adjourn to a time and place certain. The Mayor declared a recess for executive personnel session at 9:50 p.m. The meeting reconvened at 10:03 p.m. Gemmill moved to adjourn to Monday, November 27, 1967, 7:30 p.m. Anderson seconded the motion. The meeting was called to order with the Pledge of Allegiance. ROLL CALL Present; Absent : Mayor Anderson, Councilmen Gummere, Gemmill, Dreis Councilman Hamilton I MINUTES . It was moved by Gummere, seconded'by Dreis to approve the'corrected minutes of the November 20, 1967, regular meeting, as presented. AYES: ABSENT: Gummere, Gemmill, Dreis, Anderson Hamilton Motiam carried. ORDINANCE NO; 735 - DEED TRANSFERS The City Manager presented Ordinance No. 735 by title - "AN -I .1 1 217 ORDINANCE OF THE CITY OF SEAL BEACH IMPOSING A DOCUMENTARY STAMP TAX ON THE SALE OF REAL PROPERTY. II Anderson moved, Gemmill seconded to waive the second reading of Ordinance No. 735, that it be deemed as having had its second rea~ing, and passed for ado~tiop. AYES: ABSENT: Gummere, Gemmill, Dreis, Anderson Hamilton Motion cari:ied. Gemmill moved for adjournment. The motion lost for need of a second. ORDINANCE NO. 736 - BUSINESS LICENSE FOR BROADCASTING ACTIVITIES The City Manager presented Ordinance No. 736 by title - "AN ORDINANCE OF THE CITY OF SEAL BEACH, CALIFORNIA, PROVIDING FOR A BUSINESS LICENSE TAX FOR TELEVISION BROADCASTING, COMMUNITY ANTENNA TELEVISION SERVICE, CABLE TELEVISION SERVICE, OR CATV. RESOLurION NO. 1616 - STATE'S 200TH ANNIVERSARY The City Manager presented Resolution No. 1616 by title - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, A CHARTER CITY, REQUESTING THE UNITED STATES POSTMASTER GENERAL TO ISSUE A COMMEMORATIVE STAMP TO OBSERVE THE TWO HUNDREDTH ANNIVERSARY OF THE BEGINNING OF THE STATE OF CALIFORNIA. II It was moved by Dreis, seconded by Anderson to adopt Resolution No. 1616. AYES: ABSENT: Gummere, Gemmill, Dreis, Anderson Hamilton Motion carried. RESOLUTION NO. 1617 -AMENDING RESOLUTION NO. 1515 - SALARY The City Manager presented Resolution No. 1617 by title _"A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH AMENDING RESOLUTION NUMBER 1515." Motion carried. ~ ': 2.1S RESOLUTION NO. 1618 - SEAL BEACH BOUNDARY LINE AGREEMENT NO. 2 The City Manager presented Resolution. No. 1618 by title _"A RESOLUTION OF THE CITY eOUNCIL OF THE CITY OF SEAL. BEACH, CALIFORNIA, A CHARTER CITY, AUTHORIZING THE CITY MANAGER TO EXECUTE ON BEHALF OF THE CITY, A BOUNDARY LINE AGREEMENT KNOWN AS SEAL BEACH BOUNDARY AGREEMENT NUMBER TWO, BY AND BE'lWEEN THE CITY OF SEAL BEACH, AND THOSE PARTIES WHICH OWN LANDS, ADJACENT TO SAID BOUNDARY, AND WHICH EXECUTE COUNTER PARTS OF SAID AGREEMENT. COMMUNICATION RE PROJECT 95 -TRAFFIC SIGNALS A communication from the City Engineer was re~d by the City Manager ' regarding Prog,ect 95, traffic signals at Bay Boulevard and Westminster Avenue, recommending extension of time to contractor. Gummere moved, Dreis seconded to extend the time, as recommended. AYES: ABSENT: ' Gummere, Gemmill, Dreis, Anderson Hamilton Motion carried. 1- Mr. Hamilton arrived at 7:36 p.m. COMMUNICATION - SURFING It was moved by Anderson, seconded by Gemmill, to receiye and file the communication from Henry M. Espoy regarding surfing regulations. AYES: NOES: Gummere, Gemmill, Dreis, Hamilton, Anderson None Motion carried. NOMINATIONS - LEAGUE OF CALIFORNIA CITIES COMMITTEES The following nominations were made by Council to League of California Cities committees: Mr. Risner to remain on the Tidelands Committee; Mr. Dreis to serve on the Water Qua1i~y Control and Solid Waste Power1ines Committee Public Utilities Commission. 1 Management Committee; Mr. Anderson to serve on the Underground PUBLIC HEARING - DRIVE-IN RESTAURANTS - PARKING On motion by Gemmill, second by Dreis, a public hearing was set for December 18. 1967, 8:00 p.m. on proposed amendments to zoning ordinance relating to definition, parking and zone requirements for drive-in restaurants. AYES: NOES: 2-19 Gummere, Gemmill, Hamilton, Dreis, Anderson None Motion carried. PUBLIC HEARING - SERVICE STATIONS - PARKING .:) 1 !: I. On motion by Gemmill, second by Gummere, a public hearing was set for December 18, 1967, 8;15 p.m. on,p~oposed a~endments to zoning ordinance II relating to definition, zone and P?rking requirements for automotive service stations. RESOLUTION NO. 1619 - INCORPORATION OF CITY OF YORBA LINDA The City Manager presented Resolution No. 1619 by title _"A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, A CHARTER CITY, OFFERING CONGRATULATIONS TO THE CITY OF YORBA LINDA UPON ITS INCORPORATION. II It was moved by Hamilton, seconded by Dreis, to adopt Resolution No. 1619. AYES: NOES': Gummere, Gemmill, Hamilton, Dreis, Anderson None Motion carried. I RESOLUTION NO. 1620 - AUTHORIZING BANK SIGNATURES - D. BARRY MORGAN The City Manager presented Resolution No. 1620 by title - "A RESOLUTION OF THE CITY GOUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, PROVIDING AUTHORIZATION TO SIGN DEMANDS AND CHECKS FOR THE WITHDRAWAL OF FUNDS ON DEPOSIT WITH THE BANK OF AMERICA, BRANCH NUMBER 132; SECURITY FIRST NATIONAL BANK, BRANCH NUMBER 250; UNITED CALIFORNIA BANK, BRANCH NUMBER 110; AND CROCKER CITIZENS BANK, BRANCH NUMBER 363.
