December 18, 1967
The City Council of the City of Seal Beach met in regular session at
8:00 p.m. with Mayor Anderson presiding. The meeting was called to
order with the Pledge of Allegiance.

MINUTES
It was moved by Hamilton, seconded by Dreis to approve the minutes of
December 4, 1967, regular meeting, as presented.

None Motion carried.
Regular demands #2414 through #2530 of $48,701.05, and Payroll demands
#2013 th~ough #2188 of #34,696.81, as approved by the Finance Committee,
were presented. It was moved by Dreis and seconded by Hamilton that
the demands be allowed and warrants drawn on the Treasury ~or the same.

PUBLIC HEARING-REZONING-LOT D, TRACT 4401
The City Attorney, James Carnes, conducted the Public Hearing on the
application CZ-1-67 from Board of Directors of Golden Rain Foundation
for rezoning of Lot D, Tract 4401, from R-3 PD to C-O. (Planning
Commission Resolution No. 187). The City Engineer and the City Clerk
stated they had received no communication for or against the issue.
The City Attorney submitted as ev~dence all written petitions, reso-
1utions and the original application that had been heard by and
submitted to the Planning Commission at their public hearing on the
II matter. Mr. Carnes stated that the businesses now operating in the
area were legally out-of-zone, and that the application for rezoning
was fro~ the legal owner of the property.being considered. Mr. Carnes
asked,~or comments, favoring or opposing, from ~he audienc~. Mr.
William Williams, attorney for the Golden Rain Foundation, stated
that he had nothing to add. Mrs. Frank L. Tighe asked if split zoning

could be considered in the area. Mr. Carnes stated this could be
accomplished through an amended application from the Golden Rain
Foundation to ~e Planning Commission. There were no further
comments from the audience; the City Attorney closed the Public
Hearing.
ORDINANCE NO. 738-REZONING LOT D, TRACT 4401

The City Attorney presented to Council by title Ordinance No.
738- "AN ORDINANCE OF THE CITY OF SEAL BEACH AMENDING ORDINANCE
628 (ZONING) BY CHANGING THE ZONING CLASSIFICATION OF LOT D, TRACT
4401, (AMPHITHEATRE AND MEDICAL CENTER AREA OF LEISURE WORLD)
FROM EXISTING R-3-PD (MULTIPJ,.E:,RESIDENTIAL-PLANNED DEVELOPMEN:T)
TO C-O (PROFESSIONAL OFFICE) ZONE."
Anderson moved, Hamilton seconded, to waive the first reading of
Ordinance No. 738, deem that it has had its first reading and
pass it on for the second reading.
Mr. Dreis stated that as a member of the Golden Rain Foundation
he would abstain.

PUBLIC HEARING-DRIVE-IN RESTAURANTS-ZONE REQUIREMENTS
The City Attorney conducted a public hearing on the amendment to
zoning Ordinance relating to definition, parking, and zone
requirements for drive-in restaurants. (Planning Commission
Resolution Numbers 185 and 186.) The City Engineer and the City
Clerk stated that they had received no communication, for or
against the issue. There was no comment from the audience, for
or against the issue. The City Attorney closed the Public Hearing.

The City Attorney conducted a public hearing on the amendment to

for automotive service stations. (Planning Commission Resolutions
Number 182, 183, and 184). The City Engineer and the City Clerk
stated that they had received no communications for or against the
issue. There was no comment from the audience. The City Attorney
closed the public hearing.
ORDINANCE NO. 740-SERVICE STATIONS-ZONE REQUIREMENTS
The City Attorney presented to Council Ordinance No. 740 by tit1e~

STANDARD
The City Attorney presented to Council the proposed Ordinance
amending Ordinance 628, Article 18, by adding Section 1835,
Automobile Service Stations, performance and development standards.

After lengthy discussion, Mr. Gemmill moved, Dreis seconded to

refer the matter back to the Planning Commission with respect
solely to Section 1835, Sub-section ~ (2) regarding access and
egress.

Mr. Gemmill withdrew his motion, with consent of the second, for
further discussion. Sub-sections (e), (3 and 4) were discussed at
length and the City Manager was asked to furnish the Council with
more information regarding the matter.

back to the Planning Commission for further study on Section 1835,
sub-sections (e) 3, 4; and (k) 2.

The City Manager presented communication from the General Telephone

Company regarding application for increased rates to the Public

Utilities Commission. Mr. Bill Thomas, Manager, General Telephone
Company, explained the matter. A short discussion followed. Gummere
moved, Dreis seconded to hold for consideration at a later date.

COMMUNICATION-RE WESTERN PIPE CASES
The City Manager presented communication from the Attorney General
of the State of California regarding Western Pipe Cases and
distribution of settlement funds. It was the order of the Mayor
to receive and file the communication.
At 9:06 the Mayor aojourned the meeting to Attorney-Client executive
session.
The meeting reconvened at 1~~07. It was moved by Anderson and
seconded by Gemmill to adjourn the meeting to December 26, 1967, 7:30 p.m.
