After short discussion, Hamilton moved, second by Anderson, to
waive the first reading of Ordinance No. 741, deem that it has
had its first reading and be passed on to the second reading.

Hamilton moved, second by Gummere to approve the minutes of the
regular adjourned meeting December 26, 1967, as presented.

Regular demands #2531 through #2657 of $25,964.22, and Payroll demands
#2189 through #2316 of $31,285.95 as approved by the Finance Committee
were presented. Gummere moved, second by Hamilton, that the demands
be allowed and warrants drawn on the treasury for the same.

PLANNING COMMISSION RESOLUTION NO. 196 - RESTAURANT DEFINITION
The City Manager presented to Council Planning Commission Resolution
No. 196 by title - "A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF SEAL BEACH INTERPRETING:'THE DEFINITION OF A RESTAURANT OR
COFFEE SHOP WITHIN THE C-1 ZONE AS REQUESTED BY DAVID STANGELAND."
II A discussion followed with Mr. Jim Bentson, Attorney, Seal Beach,
speaking for the petitioner, Mr. Stangeland. It was moved by Gummere,
seconded by Dreis that the Council uphold the decision and determination
of the Planning Commission on their Resolution No. 196.

PLANS - FIRE STATION
The City Manager prese~ted to Council preliminary architectural plans
for Fire Station No.3, to be constructed on Bay Boulevard at Garden
Grove Freeway; The architect, Mr. Gordon Powers, AIA; was: introduced

allowances. Mr. Gemmill moved, second by Gummere, ,to authorize" the
City Manager to coordinate. with Mr'. Powers': the preparation of' final
plans and specifications based upon the preliminary plans as presented.

ORDINANCE NO. 741 - COUNCILMANIC DISTRICTS
The City Attorney presented to Council for second reading Ordinance
No. 741 by title - "AN ORDINANCE OF THE CITY OF SEAL BEACH RELATING
TO BOLITICAL SUBDIVISIONS OF DISTRICTS OF THE CITY."
Hamilton moved, second by Dreis, to waive the second reading of

Ordinance No. 741, deem that it has had its second reading and
be passed for adoption. Mr. Gemmill commented that he supported
the action and his abstaining vote was only because the ordinance
affected his district.

PROPOSED ORDINANCE - MAPPED STREETS
The City Manager presented to Council proposed ordinance amending
the Code of the City of Seal Beach by the addition of Chapter llA,
''Mapped Streets", (Planning Commission Resolution No. 195) and
recommended that a public hearing be set.
Gummere moved, second by Anderson, that a public hearing be set I
for 8:00 p.m. at the next regular meeting, January' 15, 1968, on
the proposed ordinance.

PROPOSED ORDINANCE - AMBULANCE SERVICE
The City Manager presented to Council proposed ordinance amending
Ordinance 628 (Zoning), establishing proper zone classification
and controls for use "Ambulance Service", (Planning Commission
Resolution No. 191), and recommended that a public hearing be set.
Gummere moved, second by Gemmill, that a public hearing be set for
8:00 p.m. at the next regular meeting, January 15, 19~8, on the

proposed ordinance.

NOTICE ON HEARING - LAFCO
The City Manager presented to Council a notice of hearing from
the Local Agency Formation Commission, County of Orange, regarding
proposed detachment of the City of Huntington Beach from the
Orange County Harbor District.
Gemmill moved, second by Hamilton, to receive and, file the notice.
