The City Attorney presented the letter of certification of the
petition (Annexation 67-1) from the City Clerk.
Gummere moved, second by Dreis, to accept the City Clerk's
certification of sufficiency.

PUBLIC HEARING-UNDERGROUNDING UTILITIES
The Assistant C~ty Attorney conducted the public hearing on,
proposed ordinance estab1~shing regulations and procedures for
the removal of {overhead utility facilities and the installation
of underground facilities in underground utility districts. The

City Clerk stated that no communications had been received
relating to the issue. The City Manager stated that communication
had been received from the Edison Company and from General Telephone
Company. The City Manager staced that the proposed ordinance
contained the changes suggested in the Edison Company communication.
R. P. Burbank, representing Edison Company, 538 Main, Huntington
Beach, stated he had no objection to the proposed ordinance as
presented. William Thomas"Manager, General Telephone Company,
expressed the request for ch~~ge in wording of propesed ordinance.
There was no further communication from the audience. The Mayor
declared the hearing closed.
ORDINANCE 747-UNDERGROUND FACILITIES
The Assistant City Attorney presented to Council Ordinance No.
747 by tit1e-"AN ORDINANCE OF THE CITY OF SEAL BEACH ESTABLISHING
REGULATIONS AND PROCEDURES FOR THE REMOVAL OF OVERHEAD UTILITY

It was the order of the chair, with concurrence of the Council,
that the selection of a committee to recommend districts for
underground utilities be held over to next meeting.
ORDINANCE NO. 743-MAPPED STREETS

COMMUNICATION-HUMBLE OIL-BUSINESS LICENSE TAX
The City Manager presented to Council a communication from Humble
Oil & Refining Company withdrawing their protest of payments and
requests for refund.. I~ was the' order of the Mayor to receive
and file. '
PROJECT 94-TRAFFIC SIGNAL-OCEAN AVENUE AND MAIN STREET
The City Manager presented for Council approval, plans, specifications
and wage rates for Project 94-insta11ation of traffic signal system
at the intersection df Main Street and Ocean Avenue. The Council
requested a u-turn be allowed at the signal.
Hamilton moved, second by Dreis, to-approve the plans, specifications
and wage rates, and authorize the City Manager to advertise for bids.

PIER AREA LANDSCAPE DEVELOPMENT
The City Manager presented to Council general plans for the pier area
development project requesting approval of the general concept and
noted that funds were available for portions of the project. After
1enghty discussion Gemmill moved, second by Hamilton, to approve the
general plan and to authorize the City Manager to advertise for bids
for the landscaping and the garage portions.

1634. Motion lost for want of a second. After further discussion
Gummere moved, second by Gemmill, to adopt Resolution Number 1634,
deleting Section 2.

1976 OLYMPICS

The City Manager presented communication from the City of Los Angeles
inviting Seal Beach to join, with all Southern California, in competition
to host the 1976 Olympics. Gummere moved, second by Hamilton, that the
City Manager prepare a resolution supporting the City of Los Angeles
in this endeavor.
