The City Council of the City of Seal Beach, California, met in
regular adjourned session at 10:00 a.m. with Mayor Anderson presiding.
The meeting was called to order with the Pledge of Allegiance.

APPROVAL OF MINUTES
Gummere moved, second by Dreis, to approve the minutes of June 15,
1968, regular adjourned meeting, and June 17, 1968, regular meeting
as presented.

APPROVAL OF DEMANDS
The City Manager presented for approval regular demands #4050 through
$4220, excluding #4055, 4056, and 4219 of $89,623.,04; Payroll
demands #3731 through #3866 of $34,682.67; and 1968 water demands #111
of $260.76, as approved by the Finance Committee. Hamilton moved
second by Dreis, that the demands be allowed and warrants drawn
on the Treasury for the same.

PUBLIC HEARING-1968-1969 ANNUAL BUDGET
The City Manager conducted the public hearing on the Annual Budget
1968-69. There was no communication. Anderson moved, second by
Dreis, to close the public hearing.

AWARDSOF BIDS-WATER PROJECT
The City Clerk read the bids opened at 2:00 p.m. on June 26, 1968,

We (Globe Linings, Inc. 1901 E. Wardlow Road, Long Beach, California)
protest the bid of the Seal Beach Reservoir, bid June 26, 1968, at
2:00 p.m. E. M. Penn was low bidder and listed no sub~contractors
for the lin~Bg or the inflated roof. E. M. Penn does not have the
pastteRpeEience, as stated in the specifications both the lining
and the roof. We further pro~a6t, not mnly because of not meeting
the past performance, but they did not list the manufactures or
their guaramtees.

Sanitary Pipeline Co., Inc. hereby formally protest the bid submitted
by Gunther-Shirley~Penn for project WS~6~05~0916 as being irregular
and not in compliance with the specifications since they did not list a
sub-contractor for reservoir lining and inflated roof. It is our
belief that they have not had prior experience sufficient to qualify
them to do this work without a sub~contractor.

AND WAGE SCHEDULE, AND REPEALING ALL RESOLUTIONS IN CONFLICT

ORDINANCE NO. 753-TRANSIENT OCCUPANCY TAX
The City Manager presented Ordinance No. 753 by title-"AN ORDINANCE
OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, A CHARTER
CITY, AMENDING ORDINANCE NO. 685, IMPOSING A TAX UPON THE PRIVILEGE
OF TRANSIENT OCCUPANCY AND PROVIDING FOR THE COLLECTION THEREOF."
Gummere moved, second by Dreis, to waive the first reading 'of
Ordinance No. 753, deem that it has had first reading and be
passed to second reading.

AIRPORT SERVICE
Gummere moved, second by Dreis, to direct the City Manager to prepare
a Resolution supporting the City of Long Beach regarding Airport
Service from Long Beach Airport to Seal Beach. This resolution
would serve as response to communication from Public utilities
Commission and Airport Service, Inc. on the same subject. . '

ORDINANCE NO. 754-SWIMMING POOLS
The City Manager presented Ordinance No. 754 by title, "AN ORDINANCE

(11) OF ORDINANCE 628 (ZONING), SETBACK OF SWIMMING POOLS AND

Gummere moved, second by Dreis, to waive the first reading of Ordinance
No. 754, deem that it has had first reading and be passed to second
reading.

COMMUNICATION-LIONS CLUB
Anderson moved, second by Dreis, to grant permission to the Seal
Beach Lions Club to hold Annual Fish-Fry August 24, 1968, and to
give assistance.

Gummere moved, second by Dreis, to waive the second reading of
Ordinance 752, deem that it has had second reading and be passed
for adoption.

AGREEMENT-REDEVELOPMENT AGENCY
Gummere'moved, second by Dreis, to approve the agreement between
the City of Seal Beach, and the Redevelopment Agency of the City
of Seal Beach, and authorize the City Manager to execute the
agreement.

~GREEMENT-BHRISTIAN SCIENCE SOCIETY
Gummere moved, second by Dreis, to approve agreement between the
City of Seal Beach and the Christian Science Society Seal Beach to
use the facility of the Seal Beach Community Center and authorize
the City Manager to execute the agreement.

TRAFFIC SIGNAL-ROSSMOOR CENTER WAY
Anderson moved, second by Dreis, to'approve the plans and
specifications for the traffic signal at Los Alamitos Blvd. and
Rossmoor Center Way.

OATH OF OFFICE

Mayor Anderson, administered the Oath of Office to Jerdys Weir,
City Clerk, elected April 23, 1968. The City Clerk administered
the Oath of Office to Conway J. Fuhrman, Councilman District 2,
elected June 4, 1968, and Lloyd E. Gummere, Councilman District 4,
elected April 23, 1968. Councilman Fuhrman and Gummere we~e
then officially seated.
ORGANIZATION OF COUNCIL
Hamilton moved, second by Anderson, to nominate Lloyd E. Gummere
for Mayor.

Mayor Gummere presented Stanley G. Anderson with a miniature gavel
commemorating his past year as Mayor of Seal Beach. Hamilton
presented a plaque to Mr. Anderson commemorating the dedications
of City parks and buildings during his term as Mayor.
