APPROVAL OF DEMANDS Regular demands #4224, 4295uthrough #4494 of $99,901.40 and payroll demands #3887 through #4214 of $88,405.44 as approved by the Finance Committee were presented. COMMENDATION-SEAL BEACH SWIM CLUB Mayor Gummere commedded the Seal Beach Swim Club for their I achievement of winning First Place Trophy-Novice Class in competition at the Long Beach International Sea Festival held August 4, 1968. The City Manager read the list of Seal Beach SlI\1im Club members who placed in their events. Mr. Gummere introduced Mrs. Pat O'Connor, secretary of the Swim Club, who brought the trophy for display at the meeting. COMMUNICATION - KIWANIS CLUB OF LIE SURE WORLD Mayor Gummere read the letter from the Kiwanis Club of Leisure World requesting that August 11, 1968, Sunday, be proclaimed "Family Reunion Day." Mayor Gummere so proclaimed. AGREEMENT - LIFEGUARD SERVICES - RESOLUTION NO. 1691 The City Attorney presented Resolution Number 1691 by title,"A I RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA ENTERING INTO AN AGREEMENT WITH THE COUNTY OF ORANGE." CIVIL SERVICE BOARD-APPOINTMENTS The City Manager informed the Council of the expiration of the terms of office of Mr. Shaw and Mr. Applegate as commissioners of the Civil Service Board, stating that Mr. Shaw had indicated he would like to retire from the board at this time but would serve until a successor was named, Mr. Applegate would continue to serve if the Council chose to re-nominate him. Discussion followed. Anderson moved, second by Fuhrman, to nominate Mr. Lewis Applegate as member of the Civil Service Board for the term of four years, expi~.tion date July 1, 1972. I PLANNING COMMISSION APPOINTMENTS The City Manager informed the Council of the expiration dates of members of the Planning Commission of the City of Seal Beach. Discussion followed. The City Attorney recommended that the ordinance naming terms of office of the Planning Commission be revamped, and that the record show Mr. Boeger's expiration date 339 of term of office as June 30, 1969. Mr. Hamilton requested that interviews for appointments and re-appointments to the Planning Commission be held August 19, 1968. PLANNING COMMISSION-RULES AND REGULATIONS The City Manager presented the Rules and Regulations of the Planning Commission, Planning Commission Resolution Number 227. HAMILTON moved, second by Dreis, that the Rules and Regulations of the Planning Commission" be approved with the following modifications: (1) Page 4- X Parliamentary Procedure, A- Roberts' Rules, 11th line, the sentence should read: "Any member present who deems himself as disqualified for any reason I to vote upon any question shall so declare himself as disqualified, and shall state his reasons for disqualification if called upon by a majority of the quorum present, except that he may be excused from statinq his reasons if he feels they may affect the decisions of the Planning Commisilion." (2) Page 5-x Parliamentary Procedure, B - third sentence: "In the ev~nt the required affirmative vote or denial is not cast, 1..."
