APPROVAL OF DEMANDS . . ........ ..... Regular demands #4594 through #4710 of $90,~60.41 and Payroll . Anderson moved, secon~ by ~uhrman that the demands be allowed and warrants drawn on the Treasury for the same. AYES: NOES: Gummere, Anderson, Hamilton, Dreis, Fuhrman None Motion carried. PUBLIC HEARING-VACATION-PORTION OF BAY BOULEVARD The City Manager conducted the public hearing on the proposed vacation of a portion of Bay Boulevard near North American Rockwell. The City Clerk stated that all notices had been posted as required by law and that no communication, for or against, had been received. The~e was no communication from the audience. Mayor Gummere closed the public hearing. RESIGNATION-MR. BARTON-~IVIL SERVICE BOARD It was the order of the Mayor, with concurrence of Council, to receive and file the letter of resignation of Mr. Terry Barton from the Civil Service Board. - APPOINTMENTS-CIVIL SERVICE BOARD It was the order of the Mayor with concurrence of Council to hold this matter over to the next regular meeting. AGREEMENT-PLANS AND SPECIFICATIONS-LAMPSON AVENUE Gummere moved, second by Fuhrman, to approve the agreement with the County and the Plans and specifications for the widening of Lampson Avenue and authorize the City Manager to advertise for bids. AYES: NOES: Gummere, Anderson, Dreis, Hamilton, Fuhrman None Motion carried. 354 ORDINANCE NUMBER 756-PARKING REQUIREMENTS The city Manager presented Ordinance Number 756 for second reading by title-"AN ORDINANCE OF THE CITY OF SEAL BEACH AMENDING ORDINANCE 628 (ZONING) , ARTICLE l~DEFINITIONS: SECTION 1710-REQUIRED PARKING SPACES AND SECTION 1801-Z0NING SCHEDULE." Anderson moved second by Dreilj1, to waive the second reading of Ordinance No. 1 756, deem that'it'has had second reading and be passed for adoption. Councilman Hamilton spoke against the ordinance and the motion, and read a letter from W. D. and Jennie Emmer~, 139 7th Street, Seal Beach', opposing the ordinance proposed. with Councilman Hamilton:s consent the following members of the audience spoke in oppostion to the proposed ordinance" Mr. Ted Check, 21001 Barbados Circle, Huntington Beach, owner of prop~rty in Seal Beach; Eugene Vichier, 208 Ocean Avenue, Seal Beachi Frank Clinton, 1517 Seal Way, Seal Beach; Jim Bentson, , 131 Main Street, Seal Beach. Discussion followed. Ande~son withdrew his motion with permission of the_second. Mr. Gummere spoke in favor of the proposed ordinance, referring to the Master Plan adopted in August of 1966. It was proposed EO add a section to the proposed ordinance delaying the 1 effectivity date to March 1, 1969. ORDINANCE NUMBER 765-PARKING REQUIREMENTS Ordinance Number 765, entitled -"AN ORDINANCE OF THE CITY OF SEAL BEACH, CALIFORNIA, AMENDING ORDINANCE 628 (ZONING) ARTICLE I-DEFINITIONS: SECTION'1710-REQUIRED PARKING SPACES AND,SECTION 1801-Z0NING SCHEDULE," was presented as amending the proposed Ordinance NUmber 756 by addition changing Section A to Section 5, Section '4 to read "Effective'Date. This ordinance shall become effective March 1, 1969." Anderson moved, second by Dreis, to waive the first reading of Ordinance Number 765, deem that it had had the first reading and be passed to second I reading. Anderson moved, secomd by Dreis, to amend Ordinance Number 762 by changing Section2 to Section 3, Section ;2 to read "This ordinance shall become effective March 1, 1969." That this amended I ordinance be ORDINANCE NUMBER 766 "AN ORDINANCE OF THE CITY OF SEAL BEACH, CALIFONIA, AMENDING ORDINANCE 628(ZONING) ADDING PART "C"_ CURB OPENINGS TO SECTION 1713 (1)." 'RUZGIS The City Manager presented communication from William J. Ruzigs requesting one year medical leave- of absence from the pomice Department. The Chief of police, Lee Case, recommenaed by letter that the leave be granted, commencing September 16, 1968. COMMUNICATIONS-OPPOSING "WATSON" AMENDMENT It was the odder of the Mayor, with concurrence of Council, to receive and file the communications from the City of Westminster and the City of Huntington Beach opposing the "Watson! amendment. Similar action had previously been taken by the Council. AGREEMENT-ANIMAL CONTRDL I Anderson moved, second by Fuhrman, to approve the agreement with the County ~or animal control.
