The meeting was called to order with the Pledge of Allegiance. ROLL CALL Present: Mayor Gummere Councilmen Anderson, Dreis, Hamilton, Fuhrman Absent: None I APPROVAL OF MINUTES . , Fuhrman moved, second by Dreis, to approve the minutes of the regular meeting September 3, 1968, as presented. AYES: NOES: Gummere; Anderson, Dreis, Hamilton,' Fuhrman Nose Motion carried. APPROVAL OF DEMANDS ~egular demands #4711 through #4729, '#4731 through #4781 of $30,638.34 as approved by the Finance Committee, were presented. Anderson moved, second by Dreis, that ~he demands be allowed and warrants drawn on the TEeasury for the same. AYES: NOES: Gummere, Anderson, Dreis, Hamilton, Fuhramn None Motion carried. PUBLIC HEARING-ZONING CHANGE-~Ol ELECTRIC AVENUE I The Mayor turned the conduct of the meeting over to the City Attorney to hold the Public hearing. The City Attorney stated that this was the time and place for the public hearing to be held on proposed change of zone from R-3 to C-O for property at 701 Electric Avenue. The City Clerk stated that all notices had been posted as required by law and that no communications had been received, for or against, the matter. Mr. Jim Bentson, 131 Main Street, Seal Beach spoke in favor of the proposed zone change in that he was planning 362 to purchase the property to erect an office building at the site, requiring the zone change. Discussion followed with Mr. Bentson and members of the Council taking 'part.. The mayor clesed the pUblic hearing. Gummere moved, second by Dreis, to hold action on this matter over to next, meeting when the, Planning Commission would have ruled I on the site plans for this area, 701 Electric Avenue. AYES: NOES: Gummere, Anderson, Dreis, Hamilton, Fuhrman None Motion carried. RESOLUTION NUMBER 1712-VACATION BAY BOULEVARD The City Attorney presented Resolution Number 1712 by title-"A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, ORDERING VACATION OF PORTION OF BAY BOULEVARD IN THE CITY OF SEAL BEACH. " Anderson moved, second by Dreis, to adopt Resolution No. 1712. AYES: NOES: Gummere, Anderson, Dreis, Hamilton, Fuhrman None Motion carried. BIDS-LAMPSON AVENUE STREET IMPROVEMENT The City Manager read the bids for the Lampson Avenue Street Improvemen~ opening September 16, 1968, at 2:00 p.m. by the City Clerk as follows: 1 Sully Mililier Company $116,702.35 Silveri & Ruiz Constrmction 109,328.40 Concrete Construction Service 129,842.00 John B'. Ewles, Inc. 112,716.65 It was noted that the bid bond for the-John B. Ewles bid was not received in time to qualify. Mr. Stratford, City Engineer, stated that the bids had been examined by our consultant emg~neers and that the apparant qualified and low bidder is Silveri & Ruiz Construction Company for the total amount of $109,319.40, the corrected total from the unit price of bid. Hamilton moved, second by Fuhrman, that the bid be awarded to Silveri & Ruiz Construction Company as the lowest responsible I. and qualified bidder in the amount of the unit price of bid, that the City Manager be authorized to execute the contract. PUBLIC HEARINGSET-UV4-68 Mayor Gummere, with concurrence of the Council, set the public h 36:3 hearing concerning use variance #UV-4-68 for 8:00 p.m. October 7, 1968, at City Hall. PLANNING COMMISSION RESODUTION NO. 247 I The City Manager presneted Planning Commission Resolution No. 247 concerning Use Variance UV-5-68 for ratification. Dreis moved, second by Anderson, to ratify Planning Commission Resolution Number 247. AYES: NOES: Gummerei Anderson, Dreis, Hamilton, Fuhrman None Motion carried. VETERRRS DAY PARADE-INVITATION Upon request of the Council, the Mayor agreed to respond to the invitation from the, Combined v.eterans Organizations regarding Veter~as' Day Parade. COMMUNICATION-ASSEMBLYMAN Z'BER~ It was the order of the Mayor, with concurrence of Council, that we support Assemblyman Z'Berg,proposal AB No. 1797 regarding receeation districts, that the City Manager be directed to prepare a Resooution to this effect for the next regular meeting. 1 NOTICE-TIDELAND OIL AND GAS 'LEASE CONSIDERATION " Fuhrman moved, second by Hamilton, that we request a public hearing frmm the State Lands Division re consideration of tideland Oil and gas lease from west boundary of Long Beach to southeasterly boundary of Huntington Beach (18,0000acres). AYES: NOES: Gummere, Dreis, Hamilton, Fuhrman Anderson Motion carried. DELEGATES-LEAGUE OF CALIFORNIA CITIES CONFERENCE Anderson moved, second by FUhrman, that Mayor Gummere be named delegate, Mr. Hamilton be named alternate delegate, to the League of California Cities annual conference. NOTICE - PUC HEARING I It was the order of the Mayor, with concurrence of Council, to receive and file the notice of hearing of Southern California Edison Company, Application No. 50363 with the Pub~ic Utilities Commission. RESOLUTION NUMBER 1713-GROUND LEASE-ADMINISTRATION BUILDING The City Attorney presented Resolution Number 1713 by title- "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH APPROVING THE SEAL BEACH ADMINISTRATION BUILDING GROUND LEASE AND AUTHORIZING ITS EXECUTION." ,3-64 Fuhrman moved, second by Dreis, to adopt Resolution 'Number 1713. AYES: NOES: Gummere, Anderson, Dreis, Hamilton, Fuhrmaft , None Motion carried. RESOLUTION NUMBER 1714-FACILITY LEASE-ADMINISTRATION BUILDING The City Attorney presented Resolution Number 1714 by title-"A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH APPROVING THE SEAL BEACH ADMINISTRATION BUILDING FACILITY LEASE I AND AUTHORIZING ITS EXECUTION." Anderson moved, second by Fuhrman, to adopt Resolution No. 1714. AYES: NOES: Gummere, Anderson, Dreis, Hamilton, Fuhrman None Motion carried. APPOINTMENTS-CIVIL SERVICE BOARD Gummere moved, second by Anderson, to appoint James Clark to ... fill the unexpired term of Mr. Terry Barton on the Civil Service Board, the term to expire Juen 30, 1971. AYES: NOES: Gummere, Anderson, Dreis, Hamilton, Fuhrman None Motion carried. Fuhrman moved, second by Hamilton, to appoint R. H. Rowlin to the Civil Service Board, the Term to expire June 30, 1972. Gummere moved, second by Dreis, to adopt Ordinance Number 765, Mr. Hamilton spoke in opposition to the motion. AYES: NOES: ABS'fAIN; Gummere, Anderson, Dreis Hamilbon Fuhrman Motion carried. ORDINANCE NUMBER 766-CURB CUTS The City Attorney presented Ordinance Number 766 for second reading by title-"AN ORDINANCE OF THE CITY OF SEAL BEACH, CALIFORNIA, AMENDING ORDINANCE 628 !fZONING) ADDING PART "c" CURB OPENINGS TO SECTION 1713 (1)." ,I Gummere, moved, second by Anderson to waive the second reading of Ordiaanee Number 766, deem that it has had second reading and be passed for adoption. BUILDING DEPARTMENT REPORT-AUGUST 1968 the Mayor commended the Building Department on their August, 1968, report, noting that the value of permits was $1,920,361.30 as against $121',914.82 for the, same month in 1967. ..- Value of permits for 8 months 1968 $10,338,090.35, for 1967, 8 months $6,753,274.11. It was the order of the Mayor to receive and file the report.
