The meeting was called to order with the Pledge of Allegiance. ROLL CALL Present: Mayor Gummere Councilmen Anderson, Dreis, Hamilton, Fuhrman None Absent : APPROVAL OF MINWTES Hamilton moved, second by Fuhrman, to approve the minutes of the . , September 23, 1968, regular adjourned meeting, as presented. AYES: NOES: Gumme~e, Anderson, Dreis, Hamilton, Fuhrman !,' ,None Motion carried. 1 APPROVAL OF DEMANDS Mayor Gummere presented Regular Demands #4782 through #4955 of $64,739.32; and Payroll demands #4522 through #4822 of $87,455.88 as approved by the Finance Committee. PUBLIC HEARING-UV-4-68 The Mayor stated this was the time and place for public hearing. The City Attorney conducted the public hearing concerning the appeal of Sheldon Golison and Harold Harris from decision of Planning Commission on UV-4-68 for property at 10th Street and Pacific Coast II Highway. The City Clerk stated that all notices had been posted as required by law, that one commuaication had been received directed to the City Council opposing the variance. The City Attorney read the letter signed by Edna H. Reed, Emma Wolf, 343 10th Street"Seal Beach; Anne Cook, 339 10th Street, Seal Beach; and Evelyn Seeley, 341 lOch Street, Seal Beac~. No other communications were received. The 3tiS City Attorney swore in those members of the audience who wished to speak for or against the matter at this public hearing. Mr. Sheldon Golison, 1505 Beachcomber Drive, Seal Beach, SP9ke in .,..".,..... favor of granting the appeal' stating that the area in'question had been used for similar purposes for many years. Mr. Harold Harris, 203~ Accacia Street, Huntington Beach, owner of the property in question, spoke in favor of the variance. I The City Man~ger stated that an alternate plan had been submitted. The original and the laternate plans were exhibited for the Council and audience. Council asked questions on parking and setback requirements. The Mayor closed the public hearing. Councilman Hamilton noted that constructive changes had been made in the alternate plan and moved,that this matter, with the alternate plan be referred back to the Planning Commission and that the dissentors of the appeal be notified of t~e action. ORDINANCE NO. 767-Z0NING-701 ELECTRIC,AVENUE I The City Manager presented Ordinance No. 767 for second reading by title-"AN ORDINANCE OF THE CITY OF SEAL BEACH, AMENDING ORDINANCE NO. 628(ZON~NG), WITH T~E AMENDMENT OF THE OFFICIAL ZONING-MAP FROM R3 (MULTIPLE RESIDENTIAL ZONE) TO CO (PROFESSIONAL OFFICE ZON~) AT 701 ELECTRIC AVENUE." Anderson moved, second by Dreis, to waive the second reading of Ordinance No. 767, deem that it has had the second reading and be passed for adoption. ORDINANCE NO. 768-BOATING REGULATIONS, The City Manager presented Ordinance No. 768 by title-"AN ORDINANCE OF THE CITY OF SEAL BEACH, CALIFORNIA, A CHARTER CITY REPEALING ORDINANCE NO. 757, AND ADDING THE FOLLOWING TO THE I CODE OF THE CITY OF SEAL BEACH, CALIFORNIA." Hamilton moved, second by Dreis, to waive the first reading of Ordinance No. 768, deem that it has had first reading and be passed to second reading. I COMMUNICATIONS-CITY OF ANAHEIM The City Manager read the communication from the City of Anaheim, including their Reso~ution No. 68~-559 opposing establishment of special fire districts by the County of Orange. It was the order 1 I of the Mayor, with concurrence of Council, to receive and file. COMMUNICATION-CITY OF NEWPORT BEACH It was the order of the Mayor, with concurrence of Council, to receive and file the communication from Newport Beach op~osing the "Watson II amendment. COMMUNICATION-ORANGE COUNTY WATER DISTRIST It was the order of the Mayor, with concurrence of Council, to receive and file the Orange County Water District resolution opposing the "Watson II amendment. RESOLUTION NO. 1715-SALE OF EASEMENT The city Attorney presented Resolution No. 171'5 by title-"A RESOLUTION OF THE CITY COUNCIL OF THE ,CITY OF SEAL BEACH, CALIFORNIA, ENTERING INTO AN AGREEMENT FOR SALE OF EASEMENT, AND AUTHORIZING , , AND DIRECTING THE CITY MANAGER TO EXECUTE SAID AGREEMENT. MURP.HY The City Manager read the letter of resignation from Michael Murphy as a member of the Planning Commission effective November 1, 1968.
