The City Council of the City of Seal Beach, California met in
regular adjourned session at 6:48 p.m. with Mayor Gummere presiding.
The meeting was called to order with the Pledge of Allegiance.

Anderson moved, second by Dreis, to approve the minytes of October 7,
1968, regular meeting, as presented.

Mr. Fredric Sutherland, Attorney, O'Melveny & Myers, was int~Dduced
by the City Manager. Mr. Sutherland gave l~gal recommendations
regarding administration facility financing and joint powers
agreement.
Mr. Terry McCarty, consultant, Stone & Youngberg, reported on the
bids for the Seal Beach Administration Building Authority Revenue
Bonds, opened,at 6:30 p.m., October 14, 1968, by the Authority,
as follows:

The City Clerk read the bids for the Administration Building openes
at 2:00 p.m., October 14, 1968, as follows:

The Bids were discussed in detail by members of the Council, the
City Manage~ and architect Gordon Powers.
Gummere moved, second by Fuhrman, that the bid be awarded to the

lowest qualified and responsible bidder, Voge, Inc. in the
amount of $342,500.00, that all other bids be rejected and the
City Manager be authorized to execute the cont~act.

of the Administration Building Revenue Bonds by the Seal Beach

EXTENT ION OF TIME - PROJECT 129
The City Manager read communication from the City Engineers requesting
an extension of time for Project 129, Traffic Signal and Rossmoor
Center Way. The City Engineer recommended the ex~ension be granted
to December 1, 1968.
Hamilton moved, second by Gummere, that the time be extended to
December 1, 1968.

CLAIM-WENDY LEE FOGELSTROM
The City Attorney recommended to Council, the claim for personal
injuries of Wendy Lee Fogelstrom, a minor, and William W.' Fogelstrom
be denied.
II Hamilton moved, second by Dreis, to deny the claim of Wendy Lee
Fogelstrom, that our insurance carrier and the claimant be notified
of council action.

CLAIM-ERICA LEE KLEINHANS
The City Attorney recommended to Council, the claim of Paula L.
Kleinhans on behalf of her daughter Erica L. Kleinhans for personal
injuries be denied.
Hamilton moved, second by Dreis, to deny the claim, that our
insurance carrier and claimant be notified of council action.

CONFIRMATION OF APPOINTMENT
Hamilton moved, second by Gummere, to confirm the appointment of
william J. Jones, as Chairman of the Seal Beach Building Authority.

It was the order of the Mayor, with concurrence of Council to
hold over to next meeting Council Items 1, 4, 5, 6, 7, 9, 13, and

The Mayor presented Regu~ar demands #4956 through $5090 of
$53,564.73 and Payroll demands #4823 through #4957 of $40,227.21
as approved by the Finance Committee. Anderson moved, second by
Fuhrman, that the demands be allowed and warrants drawn on the
Treasury for the same.
