Kleinhans for personal injuries be denied. Hamilton moved, second by Dreis, to deny the claim, that our insurance carrier and claimant be notified of council action. The meeting was called to order with the Pledge of Allegiance. ROLL CALL Present: Mayor Gummere Councilman Anderson, Dreis, Hamilton, Fuhrman None I Absent : APPROVAL OF DEMANDS The Mayor presented Regu~ar demands #4956 through $5090 of $53,564.73 and Payroll demands #4823 through #4957 of $40,227.21 as approved by the Finance Committee. Anderson moved, second by Fuhrman, that the demands be allowed and warrants drawn on the Treasury for the same. AYES: NOES: Gummere, Anderson, Dreis, Hamilton, Fuhrman None Motinn carried. 377 COMMUNICATIONS-OIL LEASES Communication from the City of Torrance AND resolutions from the City of Beverly Hills and the City of Santa Fe Springs requesting the Legislature to adopt laws to ~erminate unproductive oil leases. It was the order of the Mayor, with concurrence of Council, that 1 the City Manager prepare a similar resolution for action of Council at next meeting. BUILDING DEPARTMENT REPORT It was the order of the Mayor, with concurrence of Council, to receive and file the Building Department report for the month of September, 1968. COMMUNICATIONS-FIRE STATION Communication from the City of Placentia and the League of California Cities relating to use of County of Ouange's funds to build fire stations was discussed b~iefly. It'was the order of the Mayor, with concurrence of Council, to defer action until results of the League of California Cities study on the matter were known, and directed the City MaBager to Communicate with both parties for further II information. COMMUNICATIONS-"WATSON" AMENDMENT It was the order of the Mayor, with concurrence of Council, to receive and file resolution of the City of Placentia opposing the Watson Amendment. PARCEL MAP APPROllAL Anderson moved, second by Gummere, to approve parcel map, Block B, Bay City Tract. AYES: NOES: Gummere, Anderson, Dreis, Hamilton, Fuhrman NOne Motion parried. ORDINANCE 768-BOATING REGULATIONS The City Manager presented for second reading Ordinance No. 768 1 by title,:AN ORDINANCE OF THE CITY OF SEAL BEACH, CALIFORN~A, A CHARTER CITY, REPEALING ORDINANCE NO. 757, AND ADDING THE FOLLOWING TO THE CODE OF THE CITY OF SEAL BEACH, CALIFORNIA." Hamilton moved, second by Gummere, to waive the second reading of Ordi~ance No. 768, deem that it has had second reading and be passed for adoption. AYES: NOES: Gummere, Anderson, Dreis, Hamilton, Fuhrman Mone Motion carried. 37S ORDINANCE NO. 769-EMPLOYEE RELATIONS The City Manager presented OrdinanEe No. 769, for second reading by title-"AN ORDINANCE OF THE CITY OF SEAL BEACH, CALIFORNIA, A CHARTER CITY, RELATING TO PUBLIC EMPLOYEE RELATIONS." Anderson moved, second by Dreis, to waive the second reading of Ordinance No- 769, deem that it has had second reading and be 1 passed for adoption. AYES: NOES: Gummere, Anaerson,Dreis, Hamilton, Fuhrman None Motion carried. CONTRACT-FIRE EQUIPMENT LEASE The City Manager presented proposed contract for lease of fire equipment. The proposals submitted were as follows: Bank of America Security First National Bank Crocker Citizens National Bank Public Service Leasing Company Crown Fire Coach $84,198.08 84,199.03 86,022.40 86,166.00 87,225.00 Hamilton moved, second by Gummere, to accept the proposal of Bank of America and authorize the City Manager to execute the contract. AYES: NOES: Gummere, Anderson, Dreis, Hamilton, Fuhrman None Motion carried. 1 RESOLUTION NO. 1724-ADMINISTRATION FACILITIES The City Attorney presented Resolution No. 1724 by title-"RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH APPROVING CERTAIN AMENDMENTS TO THE JOINT EXERCISE OF POWERS AGREEMENT BETWEEN THE CITY AND ORANGE COUNTY SANITATmIDN,DISTRICT NO.4 AND APPROVING THE ISSUANCE AND SALE OF REVENUE BONDS BY THE SEAL BEACH BUILDING AUTHORITY. II Hamilton moved, second by Dreis, to adopt Resolution No. 1724. AYES: NOES: Gummere, Dreis, Hamilton, Fuhrman Anderson Motion carried. RESOLUTION NO. 1725-ADMINISTRATION FACILITIES The City Atto~ney presented Resmlution No. 1725 by title-RESOLUTION PAMMENT OF $50,000 TO THE SEAL BEACH ADMINISTRATION BUILDING I OF THE CITY eOUNCIL OF THE CITY OF SEAL BEACH PROVIDING FOR THE AUTHORITY." I 1 I 37H RESOLUTION NO. 1726-ADMINISTRATION FACILITIES The City Attorney presented Resolution No. 1726 by title-"A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH ADJUSTING THE PAYMENT OF BASE RENTAL PAYABLE UNDER THE SEAL BEACH ADMINISTRATION BUILDING FACILITY LEASE." Hamilton moved, second by Fuhrman, to adopt Resolution No. 1726. AYES: NOES: Gummere, Dreis, Hamilton, Fuhrman Anderson Motion carried. PROCLAMATION Mayor Gummere proclaimed October 31 through November 6, 1968, as "American Art Week." COMMUNICATION-PLANNING COMMISSION The City Manager presented communication to the Council from Councilman Fuhrman requesting consideration of expanding the Planning Commission to seven members. It was the order of the Mayor, with consent of Council, to defer the matter to next meeting. ORAL COMMUNICATIONS There were no oral communications from the audience.
