BUILDING DEPARTMENT REPORT The Building Department report for October, 1968 was presented by the City Manager. The Mayor commended the Department on the increase over last year and ordered that the report be received and filed. The meeting was called to order with the Plegge of Allegiance. ROLL CALL Present: Mayor Gummere Councilmen Anderson, Dreis, Hamilton, Fuhrman Absent: None APPROVAL OF MINUTES Fuhrman moved, second by Dreis, to approve the minutes of November 18, 1968 regular meeting, as presented. AYES: NOES: Gummere, Anderson, Dreis, Hamilton, Fuhrman None Motion carried. APPROVAL OF DEMANDS Regular demands #5346 through 5462 of $94,104.62 and Payroll demands #5229 through 5376 of $43,730.96 were presented as approved by the Finance Committee. Anderson moved, second by Hamilton, that the de- mands be allowed and warrants drawn on the Treasury for the same. 396 AYES: NOES: Gummere, Anderson, Dreis, Hamilton, Fuhrman None Motion carried. PUBLIC HEARING - REQUIRED SHOWING FOR VARIANCES The Mayor opened the public hearing. The City Attorney conducted the public hearing on ,required showing for variances as recommended by Planning Commission Resolution Number 234. The City Attorney read the proposed amendment, Section 2002 of Ordinance Number 628, I stating that this would be in accordance with the present State Planning Code. The City Clerk stated that all notices had been posted as required by law and that no communication had been received for or against the matter. There was no communication from the audience. The Mayor closed the public hearing. ORDINANCE NO. 775 - REQUIRED SHOWING FOR VARIANCES The City Attorney presented Ordinance No. 775 for first reading by . title, "AN ORDINANCE OF THE CITY OF SEAL BEACH, CALIFORNIA, AMENDING ~, '. ARTICLE 20, SECTION 2002 OF ORDINANCE NO. 628 (ZONING), REQUIRED SHOWINGS FOR VARIANCES." Hamilton moved, second by Dreis, to waive the first reading of Ordinance No. 775, deem that it has had the first reading and be 1 passed to second reading. AYES: NOES: Gummere, Anderson, Dreis, Hamilton, Fuhrman None Motion carried. ORAL COMMUNICATIONS The Mayor stated that this was the time and place for oral communica- tions from the audience. Mr. Mort Baum, 8~5 Catalina Avenue, Seal Beach, voiced his complaint of the health hazard created by the pigeons and other birds at the corner of Pacific Coast Highway and Bolsa Avenue. The City Manager assured the Council that the problem would be dealt with. Mr. Bernard Jeffreys, 3910 Rose Street, Seal Beach, on behalf of the College Park Homeowners' Association, commended the Council on the improvements on Lampson-Avenue. The Mayor de- clared oral communications closed. II COMMUNICATIONS It was the order of the Mayor, with concurrence of Council, to receive and file the communications from the City of Costa Mesa opposing cut back in use of highway trust funds.' Fuhrman moved, second by Gummere, that a resolution be prepared regarding return to respect for law and order and civil obedience, I I I 397 similar to Resolution ~478 from the City of Brea. It was the order of the Mayor with concurrence of Council to receive and file the communication from the City of Upland relating to closing the United States/Mexican border to American minors. It was the order of the Mayor with concurrence of Council to receive and file the communication from the City of National City relating to closing the U.S./Mexican border to American minors. It was the order of the Mayor with c9ncurrence of Council, to receive and file the communication from the City of Stanton supporting opposition to county building and maintaining fire stations for any municipality from county general funds. It was the order of the Mayor with concurrence of Council to receive and file the communication from william H. It was the order of the Mayor, with concurrence of Council, to receive and file the communication from the Orange County Bi-centennial Committee regarding State Bi-Centennial celebration. AIRPORT LAND USE COMMISSION - COUNTY OF ORANGE It was the order-of the Mayor, with concurrence of Council, to hold over to next meeting the resolution from the County of Orange re- lating to Airport Land Use Commission. RESOLUTION NUMBER 1735 - GRANT DEED The City Manager presented Resolution Number 1735 by title, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFOR~IA, ACCEPTING A GRANT DEED FOR AN EASEMENT FOR PUBLIC SIDEWALK FROM HAROLD W. HARRIS AND JO ANNE HARRIS." Anderson moved, second by Dreis, to adopt Resolution No. 1735. AYES: NOES: Gummere, Anderson, Dreis, Hamilton, Fuhrman None Motion carried. ORDINANCE NUMBER 774 - MILITARY PUBLIC USE ZONE The City Manager presented Ordinance Number 774 for second reading by title, "AN ORDINANCE OF THE CITY OF SEAL BEACH, CALIFORNIA, AMENDING ORDINANCE ~O. 628 (ZONING) WITH THE ADDITION OF ARTICLE l5C-S-MP MILITARY PUBLIC USE ZONE." 39S Anderson moved, second by"Hamilton, to waive the second reading of Ordinance Number 774, deem that it has had second reading, and be passed for adoption. AYES: NOES: Gummere, Anderson, Dreis, Hamilton, Fuhrman None Motion carried. CLAIM - W. J. SZABLEWSKI I, The City Manager presented a claim for plumbing costs from W. J. Szablewski, with a recommendation from the Director of Public Works to honor the claim. The City Attorney recommended that a release be obtained. Hamilton moved, second by Fuhrman, to authorize the City Manager to negotiate a settlement, not to exceed the amount stipulated, $56.25, and that a release be obtained. AYES: NOES: Gummere, Anderson, Dreis, Hamilton, Fuhrman None Motion carried. APPLICATION - ALCOHOLIC BEVERAGE LICENSE The City Manager presented. the application of Peter J. Trama for Alcoholic Beverage License held over from last meeting. Since no action was required at this time by the City, "the Mayor ordered, with concurrence of Council, to receive and file the application. I REQUEST FOR LEAVE - WILLIAM R. CNOSSEN Anderson moved, second by Dreis, to grant the leave of absence as requested by William R. Cnossen, Motor Sweeper Operator, dated November 26, 1968. PARCEL MAP - BELMONT SAVINGS Anderson moved, second by Gummere, to approve in principle the parcel map, Belmont Savings at Liesure World Shopping Center. LEGISLATION - REVENUE & TAXATION CODE "It was the order of the Mayor, with concurrence of Council, to 1 authorize the City Manager to advise the appropriate legislators in Sacramento of our intent to work for the repeal of Sections 107.2 and 107.3 of the Revenue and Taxation Code. 1 1 I 3~H) APPOINTMENT - MOSQUITO ABATEMENT DISTRICT The City Manager read the letter from the Orange County Mosquito Abatement District commending Councilman Hamilton as representative to the Orange County Mosquito Abatement District and requesting his reappointment. Gummere moved, second by Fuhrman, to reappoint Mr. Hamilton as the City's representative to the District for the next two year term ending December 31, 1970. The meeting was called to order with the Pledge of Allegiance.
