APPOINTMENT - MOSQUITO ABATEMENT DISTRICT
The City Manager read the letter from the Orange County Mosquito
Abatement District commending Councilman Hamilton as representative
to the Orange County Mosquito Abatement District and requesting his
reappointment.
Gummere moved, second by Fuhrman, to reappoint Mr. Hamilton as the
City's representative to the District for the next two year term
ending December 31, 1970.

The City Council of the City of Seal Beach, California met in
regular session with Mayor Gummere presiding. The meeting was
called to order with the Pledge of Allegiance.

APPROVAL OF DEMANDS
Regular Demands "115463 through 115592 of $99,99"1.95 and Payroll
Demands 115377 through 115513 of $42,013.41 were presented by the
Mayor as approved by the Finance Committee. Dreis moved, second

by Anderson, that the demands be allowed and warrants drawn on the
Treasury for the same.

ORAL COMMUNICATIONS
Leo C. Moony, 206 lOth Street, Seal Beach-addressed the Council
with regard to condition of sidewalks in" the" area of Electric and
Main, and weed condition at 10th and Central. Councilman Anderson
offered to-look""into the matter with him. There were no other

communications, the Mayor closed oral communication.
PETITION - HELLMAN PROPERTY
The City"Manager presented a petition- signed" by homeowners in the
Crestview Avenue area and submitted by Robert Wenger relating to
mud condition on the Hellman Estate. The City Manager reported
that the Hellman owners had agreed to fence the area "in question
and that the City would fence that portion at Avalon Street.
Robert Wenger, 1205 Crestview Avenue, Seal Beach "spoke at length
on the condition set forth in the petition. It was the order of

the Mayor, with concurrence of Council, to receive and file the
petition.
NOTICE OF HEARING - WESTMINSTER
Gummere moved, second by Anderson, to support the Planning

Commission of the City of Westminster relating to the public hear-
ing notice on Zone change R-140 and authorize the City Manager
to direct a letter to the City of Westminster regarding this action.

The City Attorney read in full Resol~tion Number 1736 entitled "A"

It was the order of the Mayor to refer to the Planning Commission

PERMIT - ORANGE COUNTY FLOOD CONTROL DISTRICT
It was moved by Fuhrman, second by Dreis, to renew the County Flood
Control Permit and that the City Manager be authorized to execute
same.

AIRPORT LAND USE COMMISSION
The City Manager presented Resolution of the Board of Supervisors
of Orange County, this item held over from last meeting. The Mayor
reported that the League of Cities had appointed an ad hoc committee
and that a report from this committee would be forthcoming. The
Mayor ordered, with concurrence of Council, to receive and file the
resolution.
VARIANCE UV-6-68 - PETER J. TRAMA
The City Manager. presented Planning Commission Resolution *263
approving Use Variance to permit an eating establishment with.
cocktail lounge in C-l Zone. Restrictions included in the resolution
were noted. Anderson moved, second by Dreis, to approve Planning
Commission Resolution Number 263.

RESOLUTION NUMBER 1739 - ELECTION RESULTS - CHARTER
The City Manager presented Resolution Number 1739 by title, "A

RECITING THE FACTS OF THE SPECIAL ELECTION HELD IN SAID CITY ON THE

County Clerk's certificate of canvass.

Municipal Election consolidated with the General Election Held
November 5, 1968.

AWARD OF BID - CATHODIC PROTECTION - RESERVOIR
The City Manager read the bid received rom Electro-Rustproofing
Corporation for cathodic protection of water reservoir in the
amount of $4,695.00. This mid was opened December 2, 1968 at
2:00 p.m. by the City Clerk. The City Engineer's memorandum

recommending the bid be accepted was submitted. Furhman moved,
second by Dreis, to award the bid to Electro-Rustproofing as the
lowest responsible bidder and authorize the City Manager to execute
the contract.

that the truck referreq to had been removed from the street and that
