SUBJECT: 2011 SEAL BEACH BOARDS, COMMISSIONS, &
COMMITTEES
SUMMARY OF REQUEST:
Ratify the appointment of Lauren Sosenko to fill the unexpired term (expires
2012) on the Recreation and Parks Commission as representative for District 2.
Accept the resignations from Robert Goldberg (District 3) and John Larson and
Bonnie Gasior (members at- large) as members on the AdHoc General
Plan /Local Coastal Plan Citizens Advisory Committee. Acknowledge the change
of meeting time for the Environmental Quality Control Board (from 6:30 p.m. to
6:00 p.m. - EQCB Resolution No. 11 -1).
BACKGROUND AND ANALYSIS:
Currently there are 4 vacancies on the AdHoc GP /LCP Committee with 2
alternates from District 1. There has been a letter of interest for consideration as
a member of the committee submitted to the City Clerk's office.
Resolution No. 5852 (attachment C) does not clearly state how vacancies to
member at -large appointments are to be filled. The resolution does state that
councilpersons shall have the discretion to appoint two alternates - this was done
to ensure there would be a quorum of the 15 member committee. The role of
alternates is not clear or the succession from alternate status to regular member
status. The resolution also states that appointments need not reside within the
appointing councilperson's district but must reside in City of Seal Beach.
At the discretion of the Council, the alternates on the current list may be re-
designated to fill the 2 member at -large vacancies. The District 5 vacancy may
consider appointing the individual that submitted the attached letter of interest -
the District 3 vacancy will be posted for a 10 day period. Staff has attached a
sample application form (will be posted on the City website) for community
members who are interested in becoming more involved in the City to submit the
form - the applications will be kept on file in the Office of the City Clerk for a
period of 2 years. This would provide Council members a pool of potential

candidates when a vacancy occurs in any current board, commission, or
committee or if there is a need to form a special or ad hoc committee.
Attached to the staff report is a list of current members on the boards,
commissions, and committees and the vacancies.
ENVIRONMENTAL IMPACT:
There is no Environmental Impact related to this item.
LEGAL ANALYSIS:
No legal analysis is required for this item.
FINANCIAL IMPACT:
There is no Financial Impact.
RECOMMENDATION:

Carmen,
I'm not sure with whom I need to speak, but I don't think I can continue serving on this
committee. During the summer it is feasible but during the semester, I simply won't have time. In
addition, I just don't feel that I have been able to contribute much, as the other members are
councilmen and women are much better informed. In a nutshell, I feel frustrated on some level
and that I'm wasting mine (and their) time on another. I'm definitely a team player, but it's
difficult to be one when the rules of the game are not clear to begin with. I look forward to your
response.

I wanted to formally express my interest as a member of the committee. I understand there are
some openings. I am interested based on my engagement with the business community, as a
community advocate for cycling, reasonable development, pro local control, lower per capita
energy consumption and the desire to improve Seal Beach overall.
I am not sure what additional statements or objectives are necessary for consideration. When I
asked for a form, Anita indicated there was not a formal process. I have also notified Ellery
Deaton as my district representative and Mark Persico as key staff member of my interest.

A RESOLUTION OF THE ENVIRONMENTAL
QUALITY CONTROL BOARD OF THE CITY OF
SEAL BEACH ADOPTING A CHANGE IN THE
REGULAR MEETING TIME
THE ENVIRONMENTAL QUALITY CONTROL BOARD (EQCB) OF THE CITY
OF SEAL BEACH DOES'HEREBY RESOLVE AS FOLLOWS:
Section 1 . Municipal Code Section 3.10.005.C. allows the EQCB
to establish a regular meeting time by Board resolution.
Section 2 . At the regular meeting of June 29, 2011, the EQCB
voted unanimously to change the regular meeting time from 6:30 P.M. on the
Wednesday after the 4 th Monday of the month, to 6:00 P.M. on the Wednesday
after the 4 th Monday of the month.
Section 3 . As this proposed change in meeting time must be
confirmed by the City Council, the effective date of this proposed change shall
not occur until such confirmation is made by the City Council.

Board of Seal Beach at a meeting thereof held on the 27 day of July, 2011 by

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL
BEACH, CALIFORNIA, REESTABLISHING THE MEMBERSHIP
OF THE AD HOC GENERAL PLAN/LOCAL COASTAL PLAN
CITIZENS ADVISORY COMMITTEE
THE CITY COUNCIL OF THE CITY OF SEAL BEACH HEREBY RESOLVES:
WHEREAS, the City Council determined on July 22, 2002 through the
adoption of City Council Resolution No. 5036 to establish a
thirteen member Ad Hoc General Plan/Local Coastal Plan
Citizens Advisory Committee ( "GP /LCP Committee "), with
ten (10) members to be appointed by the City Council and
such members shall serve without pay for a term not to
exceed one year, unless re- appointed; and
WHEREAS, the City Council determined that one member of the City
Council, and two (2) members of the Environmental Quality
Control Board should serve as members of the GP /LCP
Committee; and
WHEREAS, the City Council has now determined that the membership of
the GP -LCP Committee should be re- established to consist of
fifteen (15) members: one City Council member, one Planning
Commission member, one Environmental Quality Control
Board member, and twelve (12) members appointed by the
City Council.
`` NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Seal
Beach that:
Section 1. The City Council, Planning Commission, and Environmental Quality
Control Board shall each appoint one member of its respective body
to the GP/LCP Committee.
Section 2. The GP /LCP Committee shall consist of fifteen (15) voting members:
one City Council Member; one Planning Commission Member, and
one Environmental Quality Control Board Member; and twelve (12)
additional City Council appointees. The City Council shall appoint
two (2) community members at large. Each Councilperson shall
have two (2) appointments to the Committee and shall have the
discretion to appoint two (2) alternates, and those appointments need
not reside within the appointing councilperson's district but must
reside in the City of Seal Beach. The additional Council
appointments shall not result in a quorum of the City Council,
Planning Commission, or Environmental Quality Control Board sitting
on the GP -LCP Committee.
Section 3. It is desirable that members of the Committee have particular skills,
background, and knowledge in land use planning, local coastal
issues, transportation planning, or other related areas of urban
development.
Section 4. The Director of Development Services or his designee will serve as
staff support to the GP/LCP Committee.
Section 5. The GP/LCP Committee shall be charged with participating in future
Public Workshops for the "Housing Element Update" and the "Local
Coastal Plan Preparation ".
Resolution Number 5852
Section 6. The GP /LCP Committee shall select from its membership a chairman
and vice - chairman to chair its meetings. The GP /LCP Committee
shall abide by the California Government Code, the Seal Beach
Charter, and the Code of the City of Seal Beach, relative to open
public meetings and conflict of interest regulations. Copies of the
agenda and the minutes of each meeting and of any written reports
or correspondence of the Committee shall be filed with the City Clerk
and copies provided to the City Council.
Section 7. The GP /LCP Committee shall serve at the will of the City Council.
Section 8. The GP/LCP Committee shall complete its charge by December
2010 and cease to exist as a committee beyond this date unless
extended by action of the City Council.
Section 9. Members of the GP /LCP Committee shall serve without pay.
