Oil Company present and related to Council information regarding
past activity of Continental Oil Company in the area and their

APPROVAL OF MINUTES
Fuhrman moved, second by Dreis, to approve the minutes of
January 20, 1969, regular meeting, and January 28, 1969, special
meeting, as presented.

APPROVAL OF DEMANDS
Regular Demands and Payroll Demands 115817 through *5929 in the
amount of $83,493.09 as approved by the Finance Committee was

allowed and warrants drawn on the Treasury ~or the same.

Newport Beach - Commending Dr. Hayakawa
It was the order of the Mayor to receive and file the resolution
from City of Newport Beach commending Dr. S. I. Hayakwa.
City of Orange - Pornographic Material
It was the order of the Mayor to receive and file the resolution from the
City of Orange regarding sale and distribution and exhibition of
pornography and obscene material to persons under 18 years of age
and ordered a similar resolution be drafted for consideration of
Council at next meeting.
Daly City and Indio - Tax Reform
It was the order of the Mayor to receive and file resolutions from
Daly City and City of Indio relating to tax reform.
Cities of Fontana, Corona, and Avalon - Offshore Airport
It was the order of the Mayor to receive and file the resolutions
from City of Fontana, City of Corona, and City of Avalon requesting
Southern California Association of Governments to include in its
proposed study of air traffic needs a study of the feasibility of an'
offshore airport.

City of Gardena - Unproductive Oil Lease
It was the prder of the Mayor to receive and file the resolution
from the City of Gardena regarding unproductive oil leases.
City of Tustin - Narcotics Traffic
It was the order of the Mayor to receive and file the resolution
from the City of Tustin,relating to narcotics traffic between

SENATE BILL NO. 4 - HOME RULE
It was the order of the Mayor that a.resolution be prepared regarding
restoration of local government controls supporting Senate Bill 114
introduced by State Se~ator Richardson.
STATE DIVISION OF HIGHWAYS - REP0RT
It was the order of the Mayor to refer tlie State Division of Highways
1968 Study and Report to the City Engineer for action.
REQUEST - MILITARY LEAVE OF ABSENCE
Anderson moved, second by Fuhrman, to grant a two year military
leave of absence to Kenneth G. Mollahan, Jr. as requested to be
effective February 26, 1969.

PETITION - SUNSET BEACH ANNEXATION
I
A petition requesting the City of Seal Beach to initiate annexation
of the area known as Sunset Beach signed by twenty three residents
was presented to Council. The City Attorney referred to the
,
Government Code, Section 35106 and 35108 for recommendation of
procedure.

Anderson moved, second by Gummere to refer the matter to the
Planning Commission for its report or recommendation, stipulating
that the Planning Commission take action at their next regular
meeting.
Councilman Hamilton reques~ed that a report on the area from the
Departments of Fire, police, and Public Works be made available ,for
information of Council. The City Manager assured they would be

available.

Mr. Hamilton suggested that coastal cities petition legislation
relating to the oil island and offshore airports, also that addi-
tional efforts be made by the County regarding river debris on

Mayor Gummere proclaimed February "American History Month." Mayor
Gummere proclaimed February "Heart Month" and February l7 through
February 23 as "Heart Sunday Month".
