Anderson moved, second by Gummere to refer the matter to the
Planning Commission for its report or recommendation, stipulating
that the Planning Commission take action at their next regular
meeting.
Councilman Hamilton reques~ed that a report on the area from the
Departments of Fire, police, and Public Works be made available ,for
information of Council. The City Manager assured they would be

Mr. Hamilton suggested that coastal cities petition legislation
relating to the oil island and offshore airports, also that addi-
tional efforts be made by the County regarding river debris on
beaches.

Mayor Gummere proclaimed February "American History Month." Mayor
Gummere proclaimed February "Heart Month" and February l7 through
February 23 as "Heart Sunday Month".

February 3, 1969, regular meeting, as presented.

ORAL COMMUNICATIONS
There were no oral communications.
PIER AREA DEVELOPMENT - STUDY
Mr. Frank Hale, with permission of tlie Chair, displayed a sketch of
proposed plan for fishing steps at the head of the pier. The City
Manager stated that no monies were budgeted for the ~lan this fiscal
year. Council discussed the matter fully. Gummere moved, second by
Hamilton, that the City Engineer conduct a study of the area as to
structural feasability.

II Mr. Hale presented a sketch of proposed project for restaurant faci-
lity on pier. The Council discussed the matter. It was the
concensus of Council that they were agreeable to the general concept
and that a proposal be brought before them for action.
The City Manager reported on the foot of pier development, stating
that the architect would be bringing the plans for the lifeguard
garage before Council for approval of plans and specification.
ORANGE COUNTY HARBOR DISTRICT - DISSOLUTION
It was the order of the Chair, with concurrence of Council, that action
on this item be held over to next meeting.
PUBLIC HEARING SET - ZONING - CITY OWNED PROPERTY
Hamilton moved, second by Fuhrman, to set a public hearing March 3,

1969 at 8:00 p.m. in Council Chambers to consider re-zoning of city
owned property at 8th Street and Ocean Avenue.

LIBRARY, SERVICE
A report from the City Manager on library service in the City was re-
ceived. It was the order of the Chair that further study be made and
hold action to next meeting.

SUNSET BEACH ANNEXATION
The City Manager presented his report relating to the Sunset Beach
area annexation petition and advised Council that the Planning
Commission had recommended to Council that the annexation be initiated.
Discussion followed. It was noted that the City of Huntington Beach

had filed their Annexations 5 and 6 with the Local Agency Formation
Committee. Hamilton moved, second by Fuhrman, that we support the
residents of Sunset Beach in their efforts to be considered as a total
community, that LAFCO was created for the purpose of the orderly growth
of cities to eliminate "piece-meal" annexations arid not to create
county islands, and therefore request that Annexations 5 and 6 be
considered as one annexation.

Mr. Gummere, Mr. Hamilton and Mr. Risner agreed to be present at the
LAFCO hearing on the above subject February l4, 1969, to present
this Council's views.
FURNITURE, FIXTURES, EQUIPMENT - PURCHASE

furniture, fixtures, and equipment for the new city administration
building.

RESOLUTION - OFF SHORE AIRPORT STUDY
It was the order of the Mayor to receive and file the resolution from
the City of Downey relating to off shore airport study.
REDEVELOPMENT PLAN - RIVERFRONT AREA
It was the order of the Mayor to receive and file the preliminary
report relating to the Redev.elopment Plan for Riverfront Area.

The City Council of the City of Seal Beach, California met in
regular session at 8:00 p.m. with Mayor Gummere presiding. The Mayor
acknowledged the presence of Boy Scout Troop 113 under the leadership
of Larry Weir. Senior Patrol Leader Ernie Wright led the Pledge of
Allegiance to the flag.
