The City Council of the City of Seal Beach, California met in
regular session at 8:00 p.m. with Mayor Gummere presiding. The Mayor
acknowledged the presence of Boy Scout Troop 113 under the leadership
of Larry Weir. Senior Patrol Leader Ernie Wright led the Pledge of
Allegiance to the flag.

APPROVAL OF DEMANDS

Regular demands 115930 through 116045 of $35,695.09 were presented as,
approved by the Finance Committee. Dreis moved, second by Fuhrman,
that the demands be allowed and warrants drawn on, the Treasury for
the same.

ORAL COMMUNICATIONS
The Mayor stated that this was the time and place for oral communications,
there being none, oral communications were declared closed.
PRESENTATION OF AWARD - LIONS CLUB
The Mayor'~r.esented,a plaque with Resolution Number 1750 inscribed
thereon commending-the Lions Club on their 30th Anniversary.

COMMUNICATION - MRS. SANDAU
The communication from Mrs. Otto Sandau, 236 7th Street, Seal Beach
relating to condition of alley was referred to the City Manager for
report, by order of the Chair.
COMMUNICATION - WILLIAM CREE
It was the order of the Mayor, with concurrence of Council, to re-
ceive and file_the communication from William H. Cree Jr., Attorney,
protesting commercial development of state lands.
NOTICE OF PUBLIC HEARING - LAFCO
Notice of public hearing from the local Agency Formation Commission
on proposed Sunset Beach Annexation Number 6 by City of Hun~ington
Beach for March 12, 1969 was received and filed by order of the Mayor.,

DISSOLUTION ~ HARBOR DISTRICT
Gummere moved, second by Fuhrman, that the City Manager and City
Attorney draw a resolution.for consideration of Council to the affect
that the dissolution of the Harbor District be withheld until disposi-
tion of the assets of the Harbor District are defined, and, also, that
some assurance of reimbursement for fire and police-patrol is
necessary.

RESOLUTION NUMBER 1749 - PORNOGRAPHY
Resolution Number l749 was presented by tit;le, "A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF SEAL BEACH URGING BOTH' THE GOVERNOR AND
LEGISLATURE OF_'THE -STATE OF, CALIFORNIA TO ENACT AND APPROVE LEGISLATION
RESTRICTING THE SALE, DISTRIBUTION, AND EXHIBITION OF PORNOGRAPHY AND
OBSCENE MATERIAL TO PERSONS UNDER EIGHTEEN YEARS OF AGE."

PROJECT 64 - TRAFFIC SIGNAL - EXTENSION OF TIME
Request for extension of time from Steiny and Mitchell, Inc. and the
memorandum from the City Engineer recommending, the time extension to
be granted was received. Hamilton moved, second by Fuhrman, that the
time extension be granted to March 13, 1969 as'requested.

REQUEST - LAFCO - STAFF POLICY
The Council considered request by Chairman of the Local Agency
Formation Commission regarding policy for staff assistance. Hamilton
moved, second by Dreis, that we support the policy of a full time
executive officer to report directly to LAFCO.

REQUEST - LEAGUE OF CITIES - COUNTY ISLAND POLICY
The Council considered the request by the League 'of Cities regarding
policy on Local Agency Formation Commission to initiate annexation
of "county islands.!' The City Manager elaborated on the definitions
of "legal" county islands and "service area" county islands. Dis-
cussion followed. Gummere moved, second by Fuhrman,' that'" we support
the policy that the Local Agency Formatien 1 C;omIliiss!i,on-:ce: "al\l.owed to
initiate annexations of "legal" county iSlands, that county islands
surrounded by one city and a county line be so defined.

COMMUNITY CENTER BUILDING
It was the order of the Chair that approval of plans and specifica-
tions for the community center building be held over to next meeting.
PLANNING COMMISSION RESOLUTION NUMBER 280 - UV-1-69

Planning Commission Resolution Number 280 appove use variance UV-1-69
to permit a restaurant with on-sale liquor license in a C-l Zone,
Michael W. Comminos, was considered. Hamilton moved, second by
Fuhrman, to ratify Planning Commission Resolution,Number 280, UV-1-69.

PLANNING COMMISSION RESOLUTION NUMBER 283 - LOT DIVISION
Planning Commission Resolution Number 283 approving a lot division for
Mr. Henry Espoy on Lots 44, 46, and 48, Block 11, Bay City Tract
was considered. The City Engineer provided parcel map of the area.
Hamilton moved, second by Dreis, to approve the parcel map of the
lot division.
