The meeting was called to order with the Pledge of Allegiance. ROLL CALL I Present: Mayor Gummere Councilmen Dreis, Hamilton, Fuhrman Absent: Anderson APPROVAL OF MINUTES Fuhrman moved, second by Dreis, to approve the minutes of February 17, 1969 regular meeting and February 20, 1969 regular adjourned meeting as amended. AYES: NOES: ABSENT: Gummere, Dreis, Hamilton, Fuhrman, None Anderson Motion carried. APPROVAL OF DEMANDS Regular demands 116046 through 116146 of $138,378.25, including payroll of $88,625.71 (two payro&ls) were presented as audit~d by the Finance Committee. Hamilton moved, second by Fuhrman, that the demands be allowed and warrants drawn on the Treasury for the same. 1 AYES: NOES: ABSENT: Gummere, Dreis, Hamilton, Fuhrman None Anderson Motion carried. PRESENTATION OF AWARDS Mayor Gummere reported on the '!Forty Miles of Christmas Smiles" pro- gram conducted by the Orange County Coast'Association arid presented awards to the Seal Beach winners: Third Place award for "Best Cooperative Neighbor Group" to Mr. Alfred Bogen, l343l Danbury Lane, Seal Beach and special award for "Total Christmas Effect" to Mr. John Sieber, l3250 Fairfield Avenue, Seal Beach. Mr. Jack Pickrell, President of the Chamber of Commerce, accepted the awards on behalf of the recipients who were unable to attend the meeting. PUBLIC HEARING - CITY PROPERTY - 8th & Central I, The Mayor requested the City Attorney to conduct the public hearing. The City Attorney stated that this was the time and place for a public hearing to be held concerning city owned property located at the northwest corner of Eighth Street. Planning Commission Resolution Number l47 recommending zone change for this property to R3-PD was I I' ,. I r 1 noted. The City Clerk stated that all notices had been ,posted as required by law,and that no communications had been received, for or against, the matter. There was no communication from the audience. The Mayor declared the public hearing closed. Hamilton moved, second by Fuhrman, to direct the' City Manager to pre- pare an ordinance relating to zone change on city owned property as described in the public hearing for consideration of Council. ORAL COMMUNICATIONS The Mayor stated that this was the time for oral communications, there being none, oral communications were closed. COMMUNICATION - MR. BENTSON Communication from Mr. Jim Bentson regarding sidewalk repair was received. Hamilton moved, second by Gummere, to refer the matter to the City Enginee~ for study and report back to Council his findings. PROJECT 170 - BAY BOULEVARD WALL Memorandum from the City Engineer, John Stratford, re~ommending time extension be granted for Project l70, Bay Boulevard Retaini~g Wall, as requested by Contractor G. L. Kellar, Inc. Dreis moved, second by ,Fuhrman, to grant the extension to April 5, 1969, as requested.- AYES: NOES: ABSENT: Gummere, Dreis, Hamilton, Fuhrman None Anderson Motion carried. SENATE BILL NUMBER 285 It was the order of the Mayor, with concurrence of Council, to receive and file the minute resolution of the City of L9s Alamitos endorsing Senate Bill 285 relating to contracts for swimming pools int~oduced by Senator Whetmore. that action could be taken when Council has studied the bill. AIRPORT STUDY+ It was the order of the Mayor, with concurrence of Council, to receive and file the communic~tion from the City of Upland relating to Offshore Airport s.t~udy. - .-...-- U.S./MEXIcAN BORDER It was the order "of the Mayor, with concurrence of Counc1l, to ' receive and fire the resolution from the City of ~ong Beach relating to minors crossing Mexican Border. ASSEMBLY BILL NUMBER 236 - LIBRARIES .., I It was the ~iderof'the'Mayor, with concurrence of Council, to receive' and file the resolution from the city 'of Costa Mesa regarding , . interchangeable use of library fa~ilities tietween school districts and cities or library districts. The Mayor directed that a similar resolution De prepared for consideration of Council. ORANGE COUNTY LEAGUE OF CITIES - SPECIAL DISTRICTS It was the order of the Mayor that the communiqation from the City.of Westminster relating to Orange County League of Cities - Special .. Districts Committee be held over for study. OFFSHORE OIL DRILLING It was the order of the Mayor, with concurrence of Council, to receive and file the resolution from the City of San Clemente opposing oil drilling offshore from the Orange County Coast. ", It was the order of the Mayor, with concurrence of Council, that the resolution of the Board of Supervisors of Orange County relating eo offshore oil drilling be received and filed. I RESOLUTION NUMBER l75l - OFFSHORE DRILLING - STATE TIDELANDS Resolution NUmber 1751 was presented by title, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH REQUESTING THE STATE LANDS COMMISSION OF THE STATE OF CALIFORNIA TO HOLD A PUBLIC HEARING FOR THE PURPOSE OF CONSIDERING REVOCATION OF ALL PERMITS PREVIOUSLY GRANTED BY THE COMMISSION WHICH AUTHORIZE EXPLORATORy'DRILLING FOR OIL UNDER THE TIDE AND SUBMERGED LANDS, AND FURTHER REQUESTING THAT THE COMMISSION TAKE IMMEDIATE ACTION TO SUSPEND SAID PERMITS AND TO ORDER A HALT TO DRILLING OPERATIONS 'PENDING SAID PUBLIC HEARING, AND . DRILLING FOR OIL UNDER FEDERAL TIDELANDS, AND FURTHER REQUESTING THAT THE DEPARTMENT OF INTERIOR AND OTHER. SIDEWALK ENCROACHMENT - ll7 Main Street Hamilton moved, second by Fuhrman, to grant approval to request for awning construction at 117 Main Street. AGREEMENT - NORTH AMERICAN ROCKWELL Fuhrman moved, secon~ by Hamilton, to authorize the City,Manage~ to enter into an agreement with North American Rockwell relating to TV monitoring device, at no cost to the city. DIVISION OF HIGHWAYS - REPORT ON STREETS It was the order of the Mayor to receive and file the study and report on streets from the Division of Highways. ORDINANCE NUMBER 780 - REDEVELOPMENT PLAN Ordinance Number 780 was presented for second reading by title, "AN ORDINANCE OF THE CITY OF SEAL BEACH, CALIFORNIA APPROVING AND ADOPTING THE REDEVELOPMENT PLAN, AS MODIFIED, FOR THE RIVERFRONT REDEVELOPMENT PROJECT. " Hamilton moved, second by Dreis, to waive the second , reading of Ordinance Number 780, deem that it has had second reading that it is 436 consistant with the changes in the Plan approved by Council, and be passed for adoption. AYES: NOES: ABSENT: Gummere, Dreis, Hamilton, Fuhrman None Anderson Motion carried RESOLUTION NUMBER 1753 - AGENCY - CITY AGREEMENT Resolution Number 1753 was presented to Council l5y title, "A I RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, AUTHORIZING THE MAYOR TO SIGN AN AGREEMENT WITH 'THE REDEVELOPMENT AGENCY OF THE CITY OF SEAL BEACH REGARDING RELATIONSHIPS BETWEEN THE CITY AND THE AGENCY." Hamilton moved, second by Fuhrman, to adopt Resoltuion Number 1753. AYES: NOES: ABSENT: Gummere, Dreis, Hamilton, Fuhrman None Anderson Motion carried. CLAIM - GREG FULLER Hamilton moved" second by Dreis, to deny the claim for damages of Greg Fuller, that the City Clerk notify the claimant and authorization be given the City Attorney to represent the City and/or the Officer, if need be. RESOLUTION NUMBER l754 - DISSOLUTION - HARBOR DISTRICT Resolution Number l754 was presented to Council by title, "A RESOLU- TION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, OPPOSING DISSOLUTION OF THE ORANGE COUNTY HARBOR DISTRICT UNTIL DISPOSITION OF DISTRICT ASSETS IS DETERMINED AND UNTIL PROVISION IS MADE TO REIMBURSE CITIES REQUIRED TO ASSUME PREVIOUS DUTIES OF SAID SISTRICT."
