The meeting was I called to order with the Pledge of Allegiance. ROLL CALL Present: Mayor Gummere '. Councilmen Anderson, Dreis, Hamilton, Fuhrman Absent: None APPROVAL OF MINUTES Hamilton mov~d, second by Dreis, to approve the minutes of March 3, 1969, regular meeting, as presented. AYES: Gummere, Anderson, Dreis, Hamilton, Fuhrman NOES: None Motion carried. APPROVAL OF DEMANDS I , REgular demands 116147 through 116272 of $l26,979.l9 as approved by the Finance Committee were presented. Anderson moved, second by Fuhrman, that the demands be allowed and warrants drawn on the Treasury for the same. AYES: Gummere, Anderson, Dreis, Hamilton, Fuhrman NOES: None Motion carried. '43b ORAL COMMUNICATIONS The Mayor stated that this was the tme for oral communications, there being none, oral communications were closed. COUNCIL ITEMS Council Items III through IIlO, resolutions from other cities on matters this council has taken action upon, were ordered received and filed by the Mayor, with concurrence of Council. , . SENATE BILL 285 It was the order of the Mayor, with concurrence of Council, to receive and file the resolution from the City of Huntington Beach relating to their support of Senate Bill 285, Swimming Pool Contracts. LEAGUE OF CITIES - LEGISLATIVE INSTITUTE It was the order of the Mayor, with concurrence of Council, to receive and file the communication from the League of cities concerning the Mayors and Councilmens Legislative Institute. LEAGUE OF CITIES - LEGISLATION 1 ~ummere moved, second by Hamilton, to support the League of Cities stand on Assembly Bills 374, 6l, 239, 240, 3l0, and 327, and Senate Bill 208. COUNTY SPECIAL DISTRICTS The Orange County League of Cities preliminary draft relating to special districts and th~ City Manager's report on same was received. It was the order of the Chair that the G~ty Manager continue s~udy and prepare a document for consideration of Council. CLAIM - ANTONE P. BRAGA Fuhrman moved, second by Hamilton, that ~he claim of Antone P. Braga be denied and referred to the City Attorney. AYES: Gummere, Anderson, Dreis, Hamilton, Fuhrman NOES: None ,Motion carried. REQUEST - LIONS CLUB 1 I Anderson moved, second by Hamilton, to grant permission to the Lions Club to hold their Annual Pancake Breakfast on May lO. AWARD OF BID - AQUATIC EQUIPMENT CONCESSION ' The, City Clerk read the bids opened March 7, 1969 at 2:00 p.m. for the Aquatic Equipment Rental Concession as'follows: Ronald E. Eilerts .$i800.00 Surfs ide Serv.ice $1660.00 Hamilton moved, second by Fuhrman, that the bid be awarded to,' Ronald E. Eilerts, the highest bidder, in the the amount of $l800.00, reject the other bid and authorize the City Manager to execute the contract. NOES: None PROJECT 64 - TRAFFIC SIGNAL - TIME EXTENS$ON Hamilton maved, second by Dreis, to grant the ,time extension to Steiney & Mitchell for Project 64" Traffic Signal System at Los Alamitos and Lampson to April 4, 1969 as recommended by the City Engineer. NOES: None Motion carried. RESOLUTION NUMBER 1755 - LIBRARIES Resolution Number 1755 was presented by title, "A RESOLUTION OF THE CITY OF SEAL BEACH, CALIFRNIA, RELATING TO ASSEMBLY BILL NUMBER 236." JOINT USE AGREEMENT - EDISON cPMPANY Fuhrman moved, second by Dreis, to approve the Joint Use Agreement with Southern California Edison Company and authroize the Mayor to execute ,the same. PROJECT 175 - WATER SYSTEM IMPROVEMENTS Gummere, moved, second by Fuhrman, to approve the plans and specifications for project 11175, Water System Improvements, and- au~horize the City Manager tq advertise for bids.' COUNCIL CHAMBER SEATING 1 Anderson moved, second by Dreis, to approve the specifications for Council Chamber Seating for the Seal Beach Administrations Building Council Chamber and authorize. the City Manager to,advertise for bids. Fuhrman moved, second by Dreis, to approve thespecifications for the Administration Building Carpeting with the exception that "guaranteed workmanship ana quality" be added, and authlllrize the, City Manager to advertise for bids. COMMUNITY CENTER - MARINA DRIVE It was,the orde~rof the Chair that approval of plans and specifications for the Community Center be held over as requested by the City Manager. 441 I I I 442 APP~~€A~~eN-FOR GRANT - PL 660 The City Man~ger, Lee Risner, outlined briefly the terms under which the City might be eligible for a grant under PL 660. Mr. Risner also explain~d the need for financial assistance in relationgto the sewage treatment plant and ~ewer lines. It was moved by Fuhrman, second by Hamilton, to authorize and instruct I the City Manager, on behalf of the City, to make application for a federal grant under PL 660, to file amendments and supplements as required or necessary, and to act as the City's representative in application and administration of said grant. WOMAN'S CLUB - PARK It was the order of the Mayor to receive and file the communication from Gayle Knapp, Secretary of the Junior Woman's Club of Seal Beach urging support of a natural park on the Hellman property. PROCLAMATION Mayor Gummere proclaimed Sunday, March 22nd as "Parents without I Partners Day." ADJOURNMENT TO TIME CERTAIN Hamilton moved, second by Dreis, to adjourn to wednesday, April 2, 1969 at 5:00 p.m. for executive session.
