The meeting was called to order with the Pledge of Allegiance. ROLL CALL 1 Present: Mayor Gummere Councilmen Anderson, Dreis, Hamilton, Fuhrman Absent: None APPROVAL OF MINUTES Fuhrman moved, second by Dreis, to approve the minutes of April 7, 1969 regular meeting as'presented. A,YES: Gummere, Anderson, Dreis, Hamilton, Fuhrman NOES: None Motion Carried. APPROVAL OF DEMANDS Regular demands #6411 through *6533 of $l89,587.70, including payroll of $42,6ll.l3, was presented as approved by the Finance Committee. " , ORAL COMMUNICATION The Mayor stated that this was the time for oral communications, there being none, oral communications were closed. ., , ORDINANCE NUMBER 782 - BICYCLE LICENSES Ordinance Number 782 was presented for second reading by title: "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, AMENDING SECTIONS 4A-2, 4A-3, AND REPEALING SECTIONS 4A-6, AND 4A-7, ALL OF CHAPTER 4A, OF THE SEAL BEACH CITY CODE." Fuhrman moved, second by Anderson, to waive the second reading of Ordinance Number 782, deem that it has had second reading, . I and be passed for adoption. RESOLUTION NUMBER 1765 - BROWN ACT Resolution Number 1765 was presented to Council by title, "A I I I 451' RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, EXPRESSING ITS SUPPORT FOR ASSEMBLY BILL NUMBER 23 WHICH WOULD REQUIRE THAT MEETINGS OF THE STATE LEGISLATURE AND ITS COMMITTEES SHALL BE OPEN TO THE PUBLIC." Anderson moved, second by Dreis, to adopt Resolution Number l765. AYES: Gummere, Anderson, Dreis, Hamilton, Fuhrman NOES: None Motion Carried. RESOLUTION NUMBER 1766 - WEEDS Resolution Number 1766 was presented to Council by title, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, DECLARING WEEDS TO BE A NUISANCE." AYES: Gummere, Anderson, Dreis, Hamilton, Fuhrman NOES: None Motion Carried. Mayor Gummere declared, with concurrence of Council, that the public hearing relating to the above resolution be held in Council Chambers May 5, 1969 at 8:00 p.m. RESOLUTION NUMBER 1767 - GRANT OF EASEMENT Resolution Number l767 was presented to Council by title, "A , ,. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, CONVEYING A GRANT OF EASEMENT TO SOUTHERN CALIFORNIA EDISON COMPANY." Anderson moved, second by Dreis, to adopt Resolution Number 1767. AYES: Gummere, Anderson, Dreis, Hamilton, Fuhrman NOES: Motion Carried. None RESOLUTION NUMBER l768 - ANTI TRUST ACTIVITIES Resolution Number l768 was presented to Council by title, "RESO- LUTION 1768 - AUTHORIZING THE ATTORNEY GENERAL OF CALIFORNIA TO CONDUCT LEGAL PROCEEDINGS." Fuhrman moved, second by Anderson, to adopt Resolution Number l768. AMES: Gummere, Anderson, Dreis, Hamilton, Fuhrman NOES: Motion Carried. None COMMUNICATIONS It was the order of the Mayor, with concurrence of Council, to receive and file the communication from City of Stanton urging support of flood control projects, the notice from Public 45~ Utilities commission re application 50792, and the notice from the Army Corp of Engineers relating to construction of slips in Huntington Harbour. REQUEST - AMERICAN LEGION AUXILIARY Hamilton moved, second by Gummere, to grant permission to the American Legion Auxiliary, Unit No. 300 to sell poppies on the street May 23, and May 24. AYES: Gummere, Anderson, Dreis, Hamilton, Fuhrman NOES: None Motion Carried. INVITATION - U. S. COAST GUARD It was the order of the Mayor, with concurrence of Council, that any Councilman attend the symposium offered by the U. S. Coast Guard relating to development of. waterways, ports and harbors. REPORT - SCAG It was the order of the Mayor, with concurrence of Council, to receive and file the federal grant application review report from the Southern California Association of Governments relating to sewage pumping station. AGREEMENT - DIEHL, EVANS AND COMPANY Anderson moved, second by Hamilton, to approve the proposed agreement with Diehl, Evans and Company, for auditing services for the fiscal year ending June 30, 1970. AYES: Gummere, Anderson, Dreis, Hamilton, Fuhrman NOES: None Motion Carried. ASSEMBLY BILL 622 Anderson moved, second by Hamilton, to support Assembly Bill 622 relating to geological or geophysical surveys and that the appropriate committees and legislators be notified of this action. AYES: Gummere, Anderson, Dreis, Hamilton, Fuhrman NOES: None Motion Carried.' LEGISLATIVE BULLETIN - LEAGUE OF CITIES Hamilton moved, second by Anderson, to receive and file the League of Cities Legislative Bulletin, that support or opposition to any specific,bill be prepared in resolution form for consideration of Council. REQUEST - APPROVAL OF AWNING Anderson moved, second by Dreis, to approve the request from Sunday's Best, 116 Main Street, Seal Beach, to construct an awning. Councilman Hamilton requested that more complete information be transmitted with the drawings in the future. AYES: Gummere, Anderson, Dreis NOES: Hamilton ABSTAIN: Fuhrman Motion Carried. PARK EQUIPMENT Mayor Gummere presented a check from the College Park West Park Committee in the amount of $194.l5 for the purchase of play apparatus for small children. The City Manager stated that this amount would go into a trust fund for that purpose. PROCLAMATIONS Mayor Gummere proclaimed Fire Service Recognition Day as May lO, 19691 May 22, 1969 as National Maritime Dayl May 23 and 24 as "poppy Daysl" and the week of April 20-26 as National Library Week.
