The City Council of the City of Seal Beach, California met
in regular session at 8:00 p.m. with Mayor Gummere presiding.
The meeting was called to order with the Pledge of Allegiance.

Gummere moved, second by Hamilton, to amend the agenda to accept
a motion relating to the appointment of a City Manager Pro Tempore.

Motion Carried.
Hamilton moved, second by Gummere, to appoint John Stratford as
City Manager Pro Tempre pursuant to Section 609 of the City Charter.

APPROVAL OF MINUTES
Anderson moved, second by Dreis, to approve the minutes of
June 9, 1969 regular adjourned meeting as corrected.

APPROVAL OF DEMANDS
Demands 116874 through _6994 of $94,l86.30 including payroll of
$46,093.02 were presented as approved by the Finance Committee.
Fuhrman moved, second by Dreis, that the aemands be allowed
and warrants drawn on the Treasury for the same.

ORAL COMMUNICATIONS
The Mayor stated that this was the time for oral communications,
there being none, oral communications were closed.
ORDINANCE NUMBER 785 - FEEDING OF BIRDS
Ordinance Number 785 was presented by title for second reading,
"AN ORDINANCE OF THE CITY Cl0UNCIL OF THE CITY OF SEAL BEACH,
CALIFORNIA, PROHIBITING THE FEEDING OF WILD BIRDS."

Anderson moved, second by Fuhrman, to waive the second reading
of Ordinance Number 785, deem that it has had second reading,
that it be passed for adoption.

ORDINANCE NUMBER 786 - SEWER SERVICE CHARGE
Ordinance Number 786 was presented for second reading by title
" AN ORDINANCE OF THE CITY OF SEAL BEACH ESTABLISHING A SENER
SERVICE CHARGE."
Dreis moved, second by Fuhrman, to waive the second reading of
Ordinance Number 786, deem that it has had second reading and be
passed for adoption.

HIGHWAY FINANCING PROGRAM, ADVISORY COMMITTEE, THAT CHANGES HAVE
BEEN MADE TO THE ARTERIAL HIGHWAY MASTER PLAN WITHIN THE CITY OF
SEAL BEACH."

TO BE COMPLETED AS TO PLANS ~N~ SPECIFICATIONS FOR PROJECT 175
WATER TRANSMISSION FACILITIES, MARINA DRIVE - IN ACCORDANCE WITH
CONTRACT ENTERED INTO BETWEEN JENKINS CONSTRUCTION COMPANY AND
THE CITY OF SEAL BEACH."

EXTENSION - PROJECTS 124/125 - AQUATIC PARK
Request for extension of time from Gallacher & McKervey for
Projects 124/125 was received with recommendations from VTN
Consultant Engineers, and the City Engineer that the extension
be granted. John Stratford requested that the extension be
granted to June 23, 1969.
Anderson moved, second by Dreis, to grant Gallacher & McKervey
the time extension for Project 124/125 to June 23, 1969.

PLANNING COMMISSION RESOLUTION 327 - UV-3-69
Resolution 327 of the Planning Commission was presented for
ratification relating to Use Variance 3-69 for construction
and operation of a recreation vehicle storage yard in Tract 6346.

RENAMING - BAY BOULEVARD
It was the order of the Mayor, with concurrence of Council, to
hold for study the resolution of the Planning commission relating
to renaming of Bay Boulevard.
REFUSE COLLECTION CHARGES
Proposed ordinance relating to refuse collection charges was
discussed by Council. It was the order of the Chair, with
concurrence of Council, to hold this matter over to July 21, 1969
regular meeting for consideration at that time.
AWARD OF BID - BAY BOULEVARD IMPROVEMENTS
The City Engineer's memorandum regarding bid opened at 2:00 p.m.
June 13, 1969, for Projects 110, Ill, and 128, improvements to
.
Bay Boulevard and westminster' Avenue was received. The only bid
received was from Sully-Miller Contracting Company in the amount

of $2l8,Ol6.95. The City Engineer recommended the bid be
awarded to Sully-Miller.
Hamilton moved, second by Fuhrman, to award the bid to Sully-Miller
Contracting company in the amount of $2l8,016.95 for projects
110, Ill, and 128, contingent upon County approval.
