Chief of Police Lee Case read a letter from the State commending
the Police Department for their participation in the training
program and presented the Mayor a check for $2232.76 as the
Polic
Dept.
city's pro-rata share.
It was moved by Anderson and seconded by Qummere to authorize
the City Attorney to attend the City Attorney's Spring Conference
at Palm Springs with the necessary expense allowance.

The City Council of the City of Seal Beach lIlet in regular session
at 8:00 p.m. with Mayor Nescher presiding. The meeting was called
to order wi th the Pledge of Allegiance. .

It was moved by Gemmill and. seconded by Ande~son to approve the
minutes or February 21, 1966 as presented.

Regular demands No. 9326 to 9398 inclusive, $46,293.65 and payroll
demands No. 6300 to 6402 inclusive, $21)828.19, totaling $68,121.64
as approved by the Finance Committee were presented. It was moved
by Anderson and seconded by Gummere that the demands be allowed
and warrants drawn on the Treasury for the same.

A. letter framthe City of Los Angeles in regard to the need for
cooperative efforts on problems common to the urban area was dis-
cussed. Mr. Gemmill ~eported that it was an effort opposed to
SCAG and that inasmuch as the City is commited to SCAG, it should
oppose the proposition. The Mayor to reply.
The ~tayor proclaimed the week of March 7th to 11th as l'fiursery
School Education Week in Seal Beach".

Mr. Gemmill led a discussion of the proposal to employ a Public
Relations Councellor, stating that there were many projects that
needed attention more urgently. A general discussion followed with
no definite action taken.
It was moved by Nescher and seconded by Anderson to direct the City
Manager to enter into negotiations with Orange County Sanitation
District No. 3 in regard to increased sewage facilities.
