The City Council of the City of Seal Beach met in regular
session at 7:30 P.M. with Mayor Gibbs presiding. The meeting was
called to order with the Pledge of Allegiance.

The Invocation was given by the Rev. E. John Gillis, First

Brethren Church.

Absent:
The City Attorney stated that this was the time and place
for a public hearing on the application of California Gas Trans-
mission Company, for a pipeline franchise. The Clerk stated that
no further lettars of protest had been received. Mr. Robert M.
Olson, Attorney, representing Southern Counties Gas Company spoke
in protest to the franchise and stated that action should be defer-
red until the Public Utilities Commission had ruled on the matter.
Mr. Robert Beverly, Attorney, representing the California Gas Trans-
mission Company spoke in behalf of the franchise. The Mayor declared
the hearing closed.
Ordinance No. 601 (California Gas Transmission Company,
granting franchise) was presented by title by the City Attorney.
It was moved by Leonard and. seconded by Gemmill to waive the first
reading of Ordinance No. 601p that it be deemed as having had its
first reading and be passed to the second reading.

mInutes of. the meetings of January 2nd and 9th., 1962 be adopted

Payroll demands No. 5574 to 5635 inclusive and regular
demands No. 1230 to 1284 inclusive, totaling $22,790.22 as approved
by the Finance Committee were presented. It was moved by Jones
and seconded by Flanagan that the demands be allowed and warrants
drawn on the Treasury for the same.

The Mayor altered the regular order of business to permit
the City Manager to present the City's side of water production in
the Leisure World. He stated that preparations were in progress
to intergrate the system into the City system. It was moved by
Leisure
World
Gemmill and seconded by Flanagan that the matter be referred back
to the City Manager and City Attorney.

Resolution No. 1156 (Leisure World - Parcel l-C Ready-
mix Plant) was presented by the City Attorney. It was moved by
Jones and seconded by Leonard to adopt Resolution No. 1156.

Mr. Brashear was excused at 8:20 P.M.
Letter from the Girl Scout Council requesting a parking
area was referred to the City Manager for permission of the Pacific
Electric Company.
Announcement of the annual meeting of the Orange County
Coast Association was received and filed.

was approved.
It was moved by Leonard and seconded by Gemmill to receive
and file the letter from the Planning Commission regarding the
Plan

Mrs. Stanley Olson, President of the P.T.A. presented

letters and resolutions protesting the issuance of a license to the

proposed "Marina Palace" from First Baptist Church, First Brethren :'1.

Church, P.T.A. and a resolution containing 146 names.' The Clerk pre-----
sented a card of protest from Mr. and Mrs. Jack Klempner. After some
discussion it was moved by Jones and seconded by Gemmill that a study
be continued of a regulatory ordinance and that this application be
denied.

Reports of the Building, License, Water, Accounting and
City Treasurer departments for the month of December 1961 were
ordered received and filed.

Mr. Jones asked about the proposed Civil Service ordinance.

The City Attorney reported he was meeting with the City Manager
Wednesday to discuss the matter.
Mr. Jones asked about the declaratory relief action as it
concerns legal advertising. The City Attorney stated he expected to

Mr. Jones also inquired about a proposed meeting of the
City Council and the Chamber of Commerce for public relations pur-

poses. The Mayor to arrange meeting.
Redistrt It was moved by Gemmill and seconded by Leonard that the
inp; City Attorney be instructed to draft an appropriate ordinance as
a referendum to go on the June ballot, for redistricting the City
on a five year basis.

Mr. Gemmill gave a detailed report of the recent executive
committee meeting of the Orange County League of Cities, as to their
position to outlaw draw poker and recent decisions of the State
Supreme Court concerning law enforcement problems.
The Mayor reported meeting with the Orange County Sani-
tation Board.

It was moved by Leonard and seconded by Gemmill to
adjourn at 9:30 P.M. until Monday, January 22nd at 7:30 P.M.
