The City, Counci~ of the City of Seal Beach met in
regular adjourned session at 7:30 P.M. with Mayor Gibbs pre-,
siding. The meeting was called to order with the Pledge of
Allegiance.

The City Clerk announced the monthly meeting of the
Orange County League of Cities at Orange, January 25th.
Upon the recommendation of the City Manager, the City
Attorney was instructed to prepare the proper papers for the
abandonment of Annexation No.8.
Resolution No. 1157 (Annexation No. 12) was presented
'. by the City Attorney. It was moved by Flanagan and seconded by
Leonard to adopt Resolution No. 1157.

A letter of invitation from the Golden Rain Foundat-
ion offering to host an informal buffet dinner and open house

for civic officials of surrounding communities and Orange County ----
at a newly completed club house during either the last week of
February 'or the first week of March, was presented and discussed.
More time needed to set proper date.
Tne City Manager reported that he and the City Attor-

ney were preparing a new refuse collection ordinance.
It was moved by Gemmill and seconded by Jones that the
City Manager be allowed travel, registration and $30.00 per day

The City Manager stated that a meeting had been arranged
with the Chamber of Commerce for Wednesday, January 24th at 8:00

Mr. Jones urged the need for the adoption of the new
zoning ordinance as soon as possible.
The request of the Girl Scouts for additional parking
area was referred back to the City Manager.
The City Attorney stated that he would like to discuss
the service of water to the Leisure World with the Council in
executdve session.

Mr. Flanagan inquired about the declaratory relief action
as it concerns legal advertising. The City Attorney reported that
the action would be filed at any time.
Mr. Jones asked about advertising for bids for parking
meters forthe Eighth Street parking lot. The City Manager stated
that after considerable study he was in the process of preparing
the bids.
Mr. Gemmill inquired about expanding the Tenth Street
parking lot. Mr. Brashear stated that a study was in progress.
The Mayor announced a meeting of the West Orange County
Water Board, January 24th. It was moved by Gemmill that Mayor Gibbs
be appointed the official delegate to the West Orange County Water
Board. After some discussion the motion was lost for want of a

second.
Mr. Leonard stated that some people were trying to make
"Gambling" an issue in the forthcoming Councilmanic electi:c1ln, that
it was a dead issue and that it should be forgotten.
The meeting recessed at 8:34 P.M. to executive session.
The Clerk was excused at 8:35 P.M. Mr. Brashear to
record further minutes.
The meeting reconveined at 9:53 P.M.
The City Manager and City Attorney were instructed to
negotiate further with the Leisure World for water service.
It was moved by Leonard and seconded by Gemmill to adjourn
at 9:55 P.M.
