The meeting was called to order with the Pledge of Allegiance, Present: Mayor Gibbs. Councilmen: Flanagan, Jones, Leonard, Gemmill, Absent: " " None It waS moved by Gemmill and seconded by Jones to approve the minutes of February 5th, 8th and 13th., 1962 as presented. AYES: NOES: Flanagan, Jones, Leonard, Gemmill, Gibbs None Motion carried. Payroll demands No. 5758 to 5819 inclusive and regular demands No. 1355 to 1388 inclusive for a total of $15,986.55 as approved by the Finance Committee were presented. It was moved by Jones and &econded by Flanagan that the demands be allowed and warrants drawn on the Treasury for the same. AYES: NOES: Flanagan, Jones, Leonard, Gemmill, Gibbs None Motion carried. Letter from the Junior Woman's Club regarding a traffic signal at 12th Street and Coast Highway was discussed. The City Manager stated that the Highway Department was at present making a survey of the problem. Letter from the Orange County Health Department regarding new hospital installations was received and filed. Request of the American Cancer Society to solicit funds during their April Crusade was approved. Various type of fund drives in the city was discussed. . Announcement of the February meeting of the Orange County League of Cities at San Clemente was received and filed. Announcement of the February meeting of the Orange County Coast Assosiation at Newport Beach was received and filed. Request of the Seal Beach Sport Fishing Pier for an ex- tension of their contract was referred to the City Manager for . study and report. Mr. Leonard stated that the letter of Mr. Brackenberry, briefly discussed at the last meeting regarding refuse collection should be discussed. Action deferred for later in this meeting. Resolution No. 1161 (Election-Councilmen to file arguments) was presented by the City Attorney. AYES: NOES: Flanagan, Jones, Leonard, Gemmill, Gibbs None Motion carried. Ordinance No. 602 (Election - Water Bonds) was presented in full by the City Attorney for the second reading. It was moved by Gemmill and seconded by Jones to adopt Ordinance No. 602. AYES: NOES: Flanagan, Jones, Leonard, Gemmill, Gibbs None Motion carried. To insure the success of the Leisure World "Open House" March 3rd. it was decided that the Mayor and Councilmen meet at the Recreation Hall, February 24th at 9:00 A.M. to make final preparations. The Mayor reported that at the last meeting of the District Sanitation Bpard that pending fed~ral fund legislation 19 Ord. 602' Leis\; World was discussed, and a study to be made. A general di~cussion of ~:.:'_3 Sanit feder~l fund expenditures for sanitation, flood control and beach erosion followed. The pooposed coastal freeway was also discussed. The Mayor stated that she had had several requests for a Recreation Directozhlto conduct youth dances: in the city. Leadership on the part of the parents seemed most needed. Mr. Gemmill suggested that the Oity Manager. and Police Chief attempt to work out a program. The Mayor stated that the organ in the chapel at the Ammunition Depo~ was badly in need of repairs and hoped that some group or organization would assist them. T~e Mayor reminded the Council of the Huntington Beach Elks Club meeting for City Officials, February 27th. The City Manager reported more time needed for a study of limitedupark~ng areas on Main Street. Installation of parking meters on the Eighth Street park- ing lot was discussed., Mr. Leonard stated that all parking lots should be improved and expanded before meters are installed. Mr. Brashear's request for more time for the study w~s granted. The City Manager stated that copies of the proposed new Civil Service ordinance would be in the hands of the Council within a few days. A proposed new ordinance for Garbage and Trash Collection was discussed at length. Ordinance No. 603 (Garbage and Trash- Ammending) was presented by title by the City Attorney. It was moved by Jones and seconded by Gemmill to waive the reading of Dis.t. Youtl CentE St. Dept Park Mete Civi Serv Ord. 603 20. ,egal ldv. 'ier lasonry [ill.. ~t. lept. Ordinance No. 603, that it be deemed as having had its first reading and be passed to the second reading. AYES: NOES: Flanagan, Jones, Gemmill, Gibbs Leonard Motion carried. Reports of the Water and Accounting Departments and City Treasurer for the month of January, 1962 were received and filed. Mr. Jones inquired about the status of our legal adve~~ I tising litigation. The City Attorney reported that a hearing was set for late in March. On inquiry by Mr. Jones, the City Manager reported that he had not had sufficient time to report on the deed restrictions on the pier property. Mr. Leonard asked about the masonry wall on certain lots north of Coast Highway. Study not complete. M~. Leonard also asked about the street sweeping program. Mr. Brashear stated he shou]d have a new program ready soon. The Mayor recessed the meeting to executive session with the City Attorney at 10:05 P.M. . The Clerk was excused. Mr. Brashear to record minutes I upon reconvening. The meeting reconvened at 11:09 P.M. It was moved by Gemmill and seconded by Jones to adjourn at 11:16 P.M. until February 26, 1962 at 7:30 P.M.
