Present: Councilmen: None Absent: " " Flanagan, Jones, Leonard, Gemmill Gibbs The Clerk adjourned the meeting for lack of a quorum. ,4~~u~, ~ City Clerk and Ex-officio Clerk of the Seal Beach City Council Seal Beach, California March 5, 1962. The City Council of the City of Seal Beach met in regular session at 7:30 P.M. with Mayor Gibbs presiding. The meeting was called to order with the Pledge of Allegiance. Present: Mayor Gibbs Councilmen: II " Flanagan, Jones, Leonard, Gemmill None Absent: The Mayor announced that this was the time and place for a public hearing on proposed annexation No. 12. The Clerk reported that no objections had been received. It was moved by Jones and seconded by Leonard that the record show no objections had been Anne: No. : received. AYES: NOES: Flanagan, Jones, Leonard, Gemmill, Gibbs None Motion carried. Ordinance N~. 604 (Annexation No. 12) was presented in full' by the City Attorney. It was moved by Leonard and seconded by Gemmill that Ordinance No. 604 having had its first reading be passed to the Or 60 second reading. AYES: NOES: Flanagan, Jones, Leonard, Gemmill, Gibbs None" Motion carried. It was moved by Flanagan and seconded by Jones to approve the minutes. of February 19th and 26th, 1962 as presented. Payrol~ demands No. 5820 to 5883 inclusive and regular demands No. l3B9 to 1438 inclusive for a total of $24,697.62 as approved by the Finance Committee were presented. It was moved by Jones and seconded by Flanagan that the demands be allowed and warrants drawn on the Treasury for the. same. AYES: NOES: Flanagan, Jones, Leonard, Gemmill, Gibbs None Motion carried. I. Request of the City of Rope to solicit funds in the City during the month of June was approved. Letter stating the Planning Commission had rezoned cer- tain portions of Leisure World from C-l to R-3 was received and Westmin variance for one half of Lot 32, all of Lots 34 and 36, Block 5, filed. Letter from the Planning Commission granting a conditional ster Plan. ~. St. Dept. Bay City Tract, was received and filed. It was moved by Gemmill and seconded by Jones that the City Council approve the recommendation of the Seal Beach Plan- ning Commission to extend Westminster Avenue to the Los Angeles County line as proposed amendment No. 37. The City Clerk to so advise the Orange County Planning Commission. AYES: NOES: Flanagan, Jones, Leonard, Gemmill, Gibbs None I Motion carried. Letter and resolution from the City of Westminster request- ing a study of the need for traffic signals at Bolsa Chica Road and Westminster Avenue was discussed. The City Manager reported possible remedies. Referred to the City Manager. Resolution No. 1162 (Enforcement of Health and Safety ...,...so. . Code) was presented by the City Attorney. It was moved by Gemmill Reso. 1162 Reso. 1163 Ord. ~ and seconded by Jones to adopt Resolution No'. 1162. AYES: NOES: Flanagan, Jones, Leonard, Gemmill, Gibbs None Motion c.arried. Resolution No. 1163 (Dept. of Finance - agreement- Popu- lation estimate) was presented by the City Attorney. It was moved by Jones and seconded by Flanagan to a dopt Resolution No. 1163. 1- AYES: NOES: Flanagan, Jones, Leonard, GemMill, Gibbs None l1otion carried. Ordinance NO. 603 (Garbage and Trash, amending) was pre- sented by title for the second reading by the City Attorney. Co:I ::Q ~ I I 23 AYES: NOES: Jones, Gemmill, Gibbs Flanagan, Leonard Motion carried. The City Manager reported a Poilice Department "Alerting Plan" . . The City Manager also announced the "Finnigan I s Wake" . parade for March 16th at 3:00 P.M. Mr. Brashear reported that he had written the City of Long Beach Water Department asking for a mutual aid program for supply- ing water from the stand-by line. Mr. Brashear also reported that a problem of unsightly conditions of construction areas in the subdivision were being taken care of. WatE Dept The City Manager reported that city forces and a local contractor were now ready to proceed with correcting certain side- St. walk gradeclevels in the northeast street improvement district. It was moved by Jones and seconded by Gemmill to authorize the work to be done as authorized and that if additional work is necessary Dep1 to proceed. AYES: NOES: Flanagan, Jones, Leonard, Gemmill, Gibbs None Motion carried. The proposed extension of the Sport Fishing pier contract lease and improvements was discussed at length. It was finally decided to proceed with the resurfacing of the pier and to go for bids for t he lease, January 1, 1963. Parking meter bid proposals for the 8th Street parking lot Pie: Par' was also discussed at length. It was moved by Gemmill and seconded Met by Jones to proceed with plans to restripe the lot as outlined and to ask for outside bids for leasing out all three lots. AYES: NOES: Flanagan, Jones, Leonard, Gemmill, Gibbs None Motion carried. Orange County prisoners care was discussedw.tth no definite action taken. It was moved by Gemmill and seconded by Gibbs to deny the request to install fifteen minute parking zones at 112 and 114 Main Par .!!!!8 Street. AYES: NOES: Flanagan, Jones, Gemmill, Gibbs Leonard Motion carried. Reposting of Main Street from Ocean to Coast Highway and Ocean and Central from 8th to lOth Streets to one hour parking zones St. D~ 24 Life Guards was discussed. Mr. Brashear gave a report of recent Police Department activities. Mr. Brashear stated that it might be possible to get an Orange County Life Guard boat to patrol the area. Upon the request of the City Clerk it was moved by Jones 1962 Election and seconded by Leonard to approve the election officers and poll- Bldg. Dept. St. Dept. Mr. Leonard suggested and it was approved to instruct the building department not to issue a notice of completion until the area had been throughly cleaned up. It was moved by Eeonard and seconded by Jones toatart a program of sidewalk repairs on Main Street and other sections of the city where needed. Upon the recommendation of the City Attorney it was moved by Jones and seconded by Leonard to instruct the City ^ttorney to prepare e notice of recision of the agreement with Rossmoor Lemsure World in regard to water service and a uthorize the condemnation 1 proceedings for a water well site.
