Regular demands No. 1440 to 1480 inclusive and payroll demands No. 5884 to 5944 'inclusive, totaling $21,494.44 as approved . . by the Finance Committee were presented. Letter from Donald Vrooman requesting a beach concession at the First Street parking lot was discussed and referred to the Bch. " City Manager for more information. Request of the C.L.E.A.N. Committee of the Seal Beach Property Owners Association to beautify certain corners of the Pacific Elotrici right-of-way was discussed at length. The Mayor suggested that the matter be referred to the City Manager for , approval as it concerns the Pacific Electric Railway. Mr. Gemmill "Beat ~ 28 Police Dept. recommended that both parties proceed with the project as per- mitted by the P.E. Railway. Mr. Leonard stated that more than two corners needed beautification. Mr. Jones stated that the City Manager should make a study of costs for the project. Referred to the City Manager. Letter from Mr. and Mrs. Wayne Taylor commending the Police Department was received and filed. Mr. John Chaplick, Commander of the V.F.W. requested approval of a proclamation designating May 1, 1962 as National Loyalty Day. Approved. Ordinance No. 604 (Annexation No. 12) was presented by I 604 Ord. title by the City Attorney. It was moved by Jones and seconded )rd. 505 ~eso. L164 teso. ,165 by Gemmill to waive the second reading of Ordinance No. 604, that it be deemed as having had its second reading and be passed for adoption. It was moved by Gemmill and seconded by Jones to waive the first reading of Ordinance No. 605, that it be deemed as having had its first reading and be passed to the second reading. Resolution No. 1165 (Acceptance of Easements:, Tract 4378) was presented by the City Attorney. It was moved by Jones and seconded by Flanagan to adopt Resolution No. 1165. I I I Resolution No. 1167 (Change name of Bolsa Avenue to Marina Drive, 101 Highway to westerly city limits) was presented by the City Attorney. It was moved by Jones and seconded by Leonard to adopt Resolution No. 1167. AYES: NOES: Flanagan, Jones, Leonard, Gemmill, Gibbs None Motion carried. Resolution No. 1168 (Change name of Los Alamitos Blvd. to Bay Blvd.) was presented by the City Attorney. It was moved by Gemmill and seconded by Leonard to adopt Resolution No. 1168. AYES: NOES: Flanagan, Jones, Leonard, Gemmill, Gibbs None Motion carried. The City Manager presented a proposal from Mr. Jerry G. Olmstead, regarding the preparation of planning studies and analysis for the City for a total fee of $900.00 It was moved by Jones and seconded by Flanagan that the City Manager be instructed to employ Mr. Olmstead as outlined. AYES: NOES: Flanagan, Jones, Leonard, Gemmill, Gibbs None Motion carried. The Mayor declared a recess at 8:39 P.M. The meeting reconvened at 8:48 P.M. The City Manager reported condition of 6/10 mile or 29' Reso 1167 Reso, 1168 Plan. . St. Bolsa Chica Road south of Westminster Avenue and requested per- mission to make temporary repairs. Approved. . Mr. Brashear reported that the County would spend $15,000 for the improvement of the intersection at Westminster Avenue and Los *lamitos Blvd. . Mr. Brashear also reported a proposal or new M.W.D. water users for a water softening process. Upon the request of the City Manager it was moved by Gemmill and seconded by Jones to instruct him to prepare speci- fications to advertise for bids for a new street sweeper. The City Clerk announced that at 3:44 P.M. this date, he had received a referendum petition protesting against Ordinance No. 603. The petition purporting to contain the signatures of 516 voters of the City. It was moved by Gemmill and seconded by Jones to submit the measure to the voters in the June election. After some discussion, Mr. Gemmill withdrew his motion. The Mayoraltered the order of business to permit the City Attorney to study the Dept, St. Dept Wate: Stre Swee Peti ions Ord. 2Q.l.. ~ 30 Council men Plaque Election Code. Reports of the Building, License, Water, Accounting Depart- ments and the City Treasurer for the month of February, 1962, were received and filed. The Mayor reported attending the League of Cities, District Sanitation Board and other meetings. Upon the suggestion of the Mayor, it was moved by Gemmill and seconded by Leonard that paslr.. councilmen now living in the City and who had served a full term be presented a plaque of I recognition. It was moved by Gemmill and seconded by Jones that the Election City Attorney be authorized to prepare the Garbage and Trash measure Ord. 603 for the June election. Mr. Leonard inquired about the surveyor study of the Police Department being made by the City Manager. Mr. Brashear stated that he hoped to complete the report by the first of the week. It was moved by Gemmill and seconded by Leonard to adjourn.
